CARE in Vietnam is seeking experienced and qualified national consultant for conducting a Study of Underlying Causes of Poverty of the Khmer Ethnic Minority in the Mekong Delta in An Giang, Soc Trang and Tra Vinh provinces, position called as “consulting team” which comprise one national team leader and 5-6 team members .
Job Summary:
The consulting team will assist the CARE management team and Project Management Teams to conduct information related to study on Khmer in An Giang, Soc Trang and Tra Vinh. The consulting team will undertake the following tasks in close and regular liaison with the CARE Vietnam South Manager and Pacode II Project Manager:
Main Duties:
Conduct a thorough analysis of underlying causes of poverty in selected communes of the provinces of An Giang, Soc Trang and Tra Vinh. This analysis should also include potential risks to the community; prioritize them and outline possible pathways of change in order to address them.
The study includes the following areas of focus:
Equitable social positions (gender, ethnicity)
The extent to which
• Khmer EM women’s are active in public affairs
• Attitudes towards Khmer EM are positive
• Khmer EM can identify and articulate long term needs and priorities
• Khmer EM have equal access to quality services
• Khmer EM women and children’s nutritional status is in line with national standards/average
• Khmer EM women are free from violence
• Khmer EM women are in control of their sexual and reproductive health
• Khmer EM women’s leadership is respected, recognized, represented
Sustainable economic choices (gendered)
The extent to which
• Khmer EM are practicing diversified livelihood options
• Khmer EM women can make economic decisions
• Khmer EM are benefiting from their participation in market networks and cooperatives
• Quality economic services available for Khmer EM
• Khmer EM have secure access to productive land
• Khmer EM have improved resilience to adverse effects of Natural disasters and climate change
• Khmer EM women have control over productive resources and assets
• Khmer EM are running successful businesses
Accountable operating environment
The extent to which
• Khmer EM Civil Society Organisations’ are able to operate legitimately, at all levels
• Khmer EM Civil Society genuinely represent the voice and interests of Ems Khmer EM Civil Society genuinely represent the voice and interests of Ems
• Khmer EM influence government decisions and policies
The study will consider the following line questions:
• The extent to which the Khmer ethnic minority has been able to form and engage in associations in civil society who can help articulate and represent their interests and claiming their rights;
• The role of ethnicity-based social exclusion in limiting rights (e.g. land rights, gender equity rights) and access to services (such as extension, education, health, credit) which would otherwise facilitate a move out of poverty;
• The extent to which vulnerability is influenced by current climatic changes in the area where ethnic minorities live, the risks associated with future climate change scenarios, and ethnic minorities’ capacity to adapt to such risks;
• The extent to which vulnerability is influenced by the physical environment in which ethnic minorities live and their particular risks relating to natural disasters and environmental degradation;
• The extent to which the Khmer communities can be seen to be dependent on livelihoods which make them particularly vulnerable and unable to gain from general progress enjoyed by poor people in Vietnam in the past 10-15 years;
• The extent to which cultural differences of ethnic minority groups contributes to their poverty, discrimination and marginalisation (and some examples of key differences between ethnic minority groups in relation to different issues/factors);
• Assess how the Government of Vietnam (GOV) poverty reduction programmes at both national and provincial levels are implemented in Khmer communities; how do these programmes improve the well-being of the Khmer ethnic minority; and how the Khmer ethnic minority participates in decisions regarding the implementation of these programmes;
• Assess how policies affecting Khmer EM are relevant and inclusive (ethnicity, gender) and actual gaps between policy formulation and implementation;
• Draw conclusions on what unique to the Khmer and to the Mekong Delta are in terms of UCP; and
• Underlying causes behind all the above and how they are related to each other: what are the key forces restricting human development in Khmer communities (could be categorised by human conditions, social positions and the enabling policy/governance environment).

Selection Criteria:
The study will be led by a team leader who is expected to have:
• Appropriate tertiary qualifications;
• A comprehensive understanding of modern quantitative and qualitative methodologies, and the application of these methodologies in the Mekong Delta;
• Extensive experience in poverty analysis and Khmer ethnic minority issues;
• Ability to communicate findings concisely and reliably;
• Ability to lead and support a research team; and
• Good written and verbal communication skills and report writing skills in both Vietnamese and English.
