Institute for Essential Services Reform (IESR) is currently seeking a consultant to conduct research on extractive industries governance in Southeast Asia for the IKAT-US. This research has been funded by USAID Indonesia for the IKAT-US project : A Southeast Asia Partnership for Better Governance in Extractive Industries.
Under the direction and supervision of the IESR, the consultant should carry out study and write a comprehensive paper focusing on political economy and governance analytics of extractive industries in Southeast Asian region that covers Indonesia, Malaysia, Philippines, Vietnam, Cambodia, Timor Leste and Myanmar.
The consultant will analyze current situation of extractive industries in Southeast Asia by indentifying regulations of oil, gas and minerals, initiatives to improve the good governance in mineral and energy sectors and the key stakeholders.
She/He also provides a significant role in the interpretation of analytical findings, formulation of key messages, and identification of policy implications and recommendations for developing a framework of good governance of extractive industries in the region and prepares a research presentation for the key stakeholders.
Requirements
– Advanced degree in economics, political science, law or related fields.
– Good understanding of political and economy issues in extractive sectors (oil, gas, minerals) in regional and international as well.
– Good knowledge on ASEAN cooperation.
– Highly proficient in the English language both oral and writing.
– Able to carry out interview with the stakeholders, able to clearly and effectively transpose and present findings and analysis in clear, concise and meaningful reports.
