CARE in Vietnam is a Non-Government Organization representing the CARE International network. CARE in Vietnam is a creative and dynamic organization, working with Vietnamese partners in the sectors of health, rural development and disaster mitigation and preparedness.
CARE in Vietnam is looking for an experienced and qualified Vietnamese to fill in Senior Project Officer for the Community Based Disaster Risk Management project named DIPECHO Consortium.

Position title: Senior Project Officer
Reporting to: DIPECHO Consortium Project Manager
Contract: From start working day to 31 December 2014
Base in: Hanoi with travel to project sites when required
Project Summary
The DIPECHO Consortium project is a joint partnership between CARE in Vietnam, Plan International in Vietnam and Save the Children Vietnam to support the scale up of the National CBDRM program in vulnerable provinces in Vietnam. The project is implemented in six provinces in Vietnam: Yen Bai, Bac Kan, Thanh Hoa, Quang Binh, Quang Tri, Tien Giang. CARE in Vietnam is the consortium lead. The DIPECHO Consortium project will enable local communities to better prepare for, mitigate and respond to natural disasters.
This position provides a range of operational support to ensure the smooth implementation of the DIPECHO Consortium Project as well as provide support to project activities implementation in Bac Kan province.
Main duties
Under the supervision of the DIPECHO Consortium Project Manager, this position is required to:
– Generally assist with the day-to-day project management activities in close collaboration with CARE’s DRR staff and Consortium partners.
– Working with Consortium partners (Plan & Save) for same understanding of technical aspects, methods and provide technical support to other PO and project partners.
– Conduct regular monitoring visits to ensure the quality of work undertaken by the project partners.
– Prepare, update and monitor budgets, costed-work plans, etc. for the project.
– Make funding transfer requests and keep track funding to Consortium partners.
– Coordinate the implementation of project work plans and budgets with partners in compliance with approved donor and government guidelines.
– Prepare regular/monthly project progress/monitoring reports to CARE in Vietnam as required.
– Assist in preparing financial reports, including interim and final reports.
Selection Criteria
– University degree in social studies, development practices, water resource management or related fields
– At least 02 years experience in disaster risk reduction projects in international organizations
– Proven professional skills in advocacy, communications, facilitation, logistic arrangement, financial management, documentation/research and training
– Excellent English and Vietnamese skills
– Good computer skills for Office programs
– Good interpersonal skills
– Ability to work effectively as a team member and with minimal supervision
– Experience in coordination in networks, or consortiums will be an advantage.
