Position title: Project Officer
Workplace: Hanoi and frequent travels to Northern provinces (project sites)
Reports to: Senior Program Manager – Hanoi
Direct Reports: n/a Influence and impact in community partners and technical support teams
Relates to: Project teams, technical support groups, Clients, Implementing Partners, officials, and Community Networks
Overall responsibility: With excellent community mobilization, facilitation and participatory skills in community development, the PO is the key strategic link between HFHI/Vietnam program team, implementing partners and local communities. With experience in transformational social development from a values-led perspective, the PO is the key resource in supporting all HFHV programs in the northern region, particularly its micro-finance led housing, water and sanitation community projects.
Key areas of responsibilities:
– Represents Habitat for Humanity Vietnam (HFHV) to the local partners, community and family partners on a day-to-day basis
– Provides technical assistance and training to the project team (staff and partners), Project Management Committee and families in the following areas:
+ Planning, Monitoring and Evaluation
+ Development Finance (micro credit) as Related to Housing, Water and Sanitation
+ Coordinating, facilitating and/or supporting the activities of local partners and families in home-partner family selection, orientation, budgeting and home-improvement planning
+ Providing skill transfer in all areas as primary role of building partner capacity and capabilities
– Facilitates design and conduct of community baseline surveys to assess needs
– Supports senior program manager in designing and developing new projects
– Develops, facilitates & participates in periodic internal and external evaluation of projects and programs.
– Analyzes project monitoring & evaluation data and apply in future planning processes
– Assists in the preparation and submission of regular (monthly, quarterly, bi-annual) progress reports
– Provides inputs to facilitate the introduction of appropriate technology to make housing affordable and cost-effective to the most needy by close collaboration with technical and construction partners and staff
– Encourages and builds mutual trust, respect, and cooperation among team, partners and families
– Develops and encourages local leadership in taking larger roles to positively impact their communities and needy families therein as part of sustainable program development a shared HFHV vision among partners
– Promotes HFHV innovations that may benefit the community by serving a greater number of families
– Supports and facilitates the volunteer program (including global village) activities.
Requirements:
– Degree in Community Development or related fields
– 3-5 years experience in community development/mobilization
– Ability and willingness to relate with grass-roots communities in need
– Willingness and ability to travel; easily works at the community level with the ‘poor’ and stays in the community as needed
– Previous experiences in project design, proposal development, implementation, monitoring, evaluation and report writing
– Previous experience in influencing, negotiating and facilitating community partners and activities
– Previous experience in house construction, home or sanitation/water improvements is preferred but not essential
– Fluency in written and spoken Vietnamese; reasonable proficiency in English is preferred
– Willingness to learn and adopt new technologies and methods
– Clear communication & presentation skills; Computer proficiency in MS Word, Excel, presentations, virtual communications
– Team Player and model of servant leadership.

Annual or project specific job plans will be developed with supervisor and management team will objectively guide and serve as assessment tool for regular (3-6 months) performance assessments and formal annual or end of project performance appraisals.
