The Bank Information Center (BIC) partners with civil society around the world to influence the World Bank and other international financial institutions (IFIs) to promote social and economic justice and ecological sustainability. BIC is an independent, non-profit, non-governmental organization that advocates for the protection of rights, participation, transparency, and public accountability in the governance and operations of the World Bank, International Finance Corporation, and regional development banks.  See www.bicusa.org for more information.

BIC is looking for an experienced campaigner and coalition-oriented person to join BIC as our Mekong/Southeast Asia Regional Coordinator. The position will be based in Bangkok, Thailand and will involve significant travel across the region.  S/he will report to the Asia Program Manager based in Washington DC.

The Regional Coordinator will provide leadership for BIC’s work in the region as we roll-out our campaigns and country services. S/he will support BIC’s campaign for stronger World Bank’s environmental and social standards, which has primary attention to involuntary resettlement, land, livelihood and forest peoples’ rights. The Coordinator will also assist indigenous peoples and civil society in influencing national forest protection plans in the context of climate finance and REDD programs. S/he will provide strategic support to communities who demand accountability in problematic Bank investments by using its recourse mechanism and other effective, non-violent strategies.

BIC has strategic partnerships with NGOs throughout the region, and a key component of the program is to strengthen our work with Mekong/Southeast Asian civil society, with a primary focus on Vietnam, Burma, Cambodia and Indonesia.

Principal Responsibilities

1. Information and analytical support

– Provide timely information and analytical support to civil society organizations in Mekong/Southeast Asia on the role and activities of the WBG.

– Act as an information resource to groups in the region to help them understand and influence WBG activities in their country.

– Produce relevant analytical briefings and country updates on a periodic basis.

· Responding to requests for information about WBG projects and policies in the region, from NGOs, academics, policy makers, and the press; and proactively provide key information to them.

2. Campaigns and advocacy

– Provide convening, analytical and technical support for country and regional civil society organizations as they engage in the safeguard policy revision and forest sector activities of the WBG.

– Work with affected communities and supporting NGOs in strengthening the accountability demands and the campaign strategy of project complainants.

– Monitor WBG projects that are of significant environmental and social concerns for affected groups in the region.

– Develop relationships with WBG officials, especially at Regional and Country Missions and facilitate direct engagement of local organizations with these institutions (if so requested).

– Facilitate on-the-ground research, produce field reports, and conduct media and other communication activities (as needed) aimed at the WBG decision-makers and the borrowers.

3. Capacity building, networking and outreach

– Provide in-country training and on-going advocacy support to strengthen the ability of CSOs in the region to influence WBG projects and policies effectively, with focus on those related to safeguards, transparency, extractive industries, and climate finance.

– Develop popular education materials and convene meetings in support of civil society and grassroots movement around rights and accountability in development and climate finance.

– Conduct outreach activities in-country that will allow BIC to deepen its understanding of the range of actors interested or concerned with WBG activities in the region.

4. Fundraising

Support the Asia Program Manager in fundraising by assisting in proposal and grant report writing.

5. Supervision

With strategic guidance from Asia Program Manager, the Regional Coordinator will supervise a dynamic team in contextualizing campaign activities and implementing programs.

Qualifications

– Demonstrated commitment to social change.

– Advanced degree in relevant social science field such as political science, sociology, environmental science, economics, etc.

– At least 5-7 years of experience in the development or environment fields working for, or collaborating with, NGOs or social movements in Mekong/Southeast Asia.

– Thorough understanding of international development issues and specifically the role and activities of International Financial Institutions.

– Excellent communications, organizational, analytical and writing skills.

– Fluency in English is essential and the ability to communicate in any Mekong/Southeast Asian language is preferred.

– Willingness to travel up to 40% of the time in the region (and periodically to the United States).
