National Monitoring and Evaluation Consultant (5 person-months)
Qualifications: Bachelors’s degree and at least 2 years experience in M&E of the natural resources and livelihood sectors i.e. designing M&E methodology and system, specification of training needs, training, planning and programming of M&E implementation, linkages to reporting formats and reporting procedures.
Background: Forests for Livelihoods Improvement of the Central Highlands Project (FLITCH) is funded by Asia Development Bank (ADB) and Trust Fund for Forestry (TFF) (co-financed by Finland, the Netherlands and Switzerland).
Main objectives of the Project:
Reduce poverty; narrow the gap in terms of incomes for poor households compared with average households in the areas dependent on the forests to earn their living of 6 provinces in the project area, in which special attention is drawn to ethnic minority community.
Strengthen capacity of management and use of forests and forest land in the project area, especially capacity in management and skills of forestry production for
community and households.
Sustainable Forest management and conservation of biodiversity with the participation of the community, State and private organizations
Development of production forests of high productivity, planting protection forests, special-use forests and other silvicultural activities to increase capacity of supplying wood and forestproducts, increase income for the people, contribute to protect the environment and conserve biodiversity.
Resolution of essential needs on infrastructure for social and economic development in the project area such as roads, clean water for daily use, clinics, schools, small-scale irrigation structures and cultural houses of the community
Contribute to improve livelihoods for the forest-based people living in 60 selected communes of 6 provinces of the project area.
The project has four components – A. Sustainable management and development of forest resources; B. Improvement of livelihoods, C. Capacity building; D. Project management and implementation.
Location: The consultancy work will be undertaken in Flitch’s 6 provinces in the Central Highlands.
Tasks:
1. The M&E consultant should study the M&E system introduced to the project and suggest how to mainstream and better operationalize it into Flitch.
2. Together with key project staff conceptualize a M&E system that can use available and standardized software for data management. This work also includes to analyze what M&E information – in what format – at what frequency – should be made available for what manager and for what particular purpose.
3. Assist to design the methodology/system for recurrent project progress monitoring.
4. Together with stakeholder representatives on the grass root level and in consultation with the key project staff conceptualize and work out the methodology for a BME (benefit monitoring and evaluation) system. The intended BME is exploratory and relies on beneficiaries themselves assessing and documen-ting the changes brought about by the project. The BME will have to be closely linked to the CDF.
5. The M&E specialist will support the compilation of training material and take part in the training of staff and community members in the different aspects of M&E.
Deliverables: With key FLITCH staff – methodology and implementation mechanisms for the baseline, recurrent M&E and the BME systems. Training material and plans to get the M&E systems up and running. Monitoring reports from year one and onwards.

National Business Consultant (6 person-months – part time is acceptable)
Qualifications: An academic degree in business, economics or finance, plus a minimum of 2 years experience as a consultant in business training and / or the development of entrepreneur-ship and / or business plan preparation for business activities in the rural sector. The consultant should also have some previous business experience in the forest sector. Good command in English language required.

1. Assist with the implementation of the Business Development Support Component (BDSC), of the FLITCH Project, supporting State Forest Enterprises State Forest
Companies (SFE(SFC), Small and Medium Enterprises (SMEs) and enhance CDM/Ecotourism/ Non-timber Forest Products (NTFP).
2. Under the guidance of the International BDSC Consultant, provide assistance to the CPMU and PPMUs in the planning, mobilisation and supervision of the BDSC.
3. Assistance to selected SFCs in Project districts on business planning (including financial feasibility studies) and forest valuation. This assistance should be both
through formal generic training courses and mentoring of SFC staff.
4. Assistance to SMEs – non-state entities involved in forest related products (including non timber forest products) and their ancillary growing, collection,
processing and marketing. These enterprises to include community based, and other new and existing entities that have needs for business planning and training
services etc. to establish or expand. The assistance should be both through formal generic training courses and mentoring of SME staff.
5. Carry out other business development training and/or investigations as deemed useful.
