The UNDP Viet Nam seeks 01 national Consultant for Development of Detailed Project Outline, Project “Support to local initiatives in Public Administration Reform in Vietnam”.
UNDP has been supporting the Government of Vietnam in Public Administration Reform (PAR) since early 1990s. In preparation for the new programming cycle 2012-2016, a new project directly support local initiatives in PAR has been recommended in order to add value to the current on-going project with the Ministry of Home Affairs (MOHA), namely PAR MOHA project. As the current PAR MOHA project is aimed to support the implementation of the PAR Master Program and the Action Plan of the Government to carry out the 5th Resolution of the Party Central Committee (the Xth term) on “Accelerating PAR, improving public effectiveness and efficiency” at the national level, the new project would build on already on-going supports and target at the priorities of the new PAR Master Program 2011-2020, which are human resource reform and quality of public services.
During Sep-Oct, a number of missions have been organized to the above mentioned cities/provinces to explore the possible areas for cooperation, based on the identification of local priorities, local socio-economic and political development context, and the areas of UNDP comparative advantage. Please find suggested ideas for Da Nang and Can Tho in Annex 2. Ideas for Bac Giang and Ha Tinh are under development.
In order to assist the localities and UNDP to validate the first ideas and to develop a Detailed Project Outline (“DPO”) for relevant authorities’ appraisal and approval, a national consultant will be contracted by UNDP under a Individual Contract.
The National Consultant shall work with UNDP and focal points from 4 cities/provinces to develop a Detailed Project Outline (DPO) based on the existing list of suggested ideas for cooperation in Annex 2, the ongoing discussions with localities and the draft Master Plan on Public Administration Reform (PAR MP 2011-2020) which will be tentatively announced in October/November 2011. The selection will be based on a competitive basis and will comply with UNDP procurement regulations.
The National Consultant shall work with UNDP and focal points from 4 cities/provinces to develop a Detailed Project Outline (DPO) based on the existing list of suggested ideas for cooperation in Annex 2, the ongoing discussions with localities and the draft Master Plan on Public Administration Reform (PAR MP 2011-2020) which will be tentatively announced in October/November 2011.
