HEMA is a EU-funded project supporting the Ministry of Health in 5 provinces of Vietnam. The project has worked intensively with the Vietnam Social Security (VSS) and Health Insurance Department of MoH to improve the access by the poor to quality health services in disadvantaged remote areas of Vietnam.
In the context of the rapid expansion of health insurance and social security systems in Vietnam, the project must document the strategies developed with the MoH and the VSS in the provinces in order to draw lessons learned and experiences and disseminate the findings.
HEMA is recruiting two health economists for conducting a study in Hanoi and two project provinces.
Duration of the assignment: One month
Objectives: Assess the recent changes in Health Insurance policy reform in project provinces including (1) effects of new poverty line in implementing HI policy and the progresses on the reactivation of the HCFP; (2) estimate the impact of payment of the 5% contribution, transportation allowance and food allowance support for poor inpatients in accessibility to health care services of the poor; (3) revue the initial results of implementing capitation in district hospitals; (4) achievements of one year implementation capitation pilot in communes; (5) contribution of HEMA in supporting implementation and development health care policy for poor (HCFP) in Vietnam.
Profile required:
· University degree in economics or health economic with large experience in social security and health insurance including in Vietnam,
· Good insight on policies and regulations related to the development of health insurance,
· Excellent communication and reporting skills and very good command in English.
The project proposes attractive daily remuneration, and women are encouraged to apply. Government employees cannot apply.
