The UNDP Viet Nam seeks 01 national consultant to work with an International Team Leader to conduct Midterm Evaluation for the Project: Project “Green Production and Trade to Increase Income and Employment Opportunities for the Rural Poor”.
The multi-agency joint programme (JP) ‘Green Production and Trade to Increase Income and Employment Opportunities for the Rural Poor ’ aims to increase income and employment opportunities for crafts raw materials growers/collectors and grassroots handicrafts and furniture producers. The project targets about 4,800 poor farming and crafts producing households in four Northern provinces of Vietnam: Thanh Hoa, Nghe An, Hoa Binh and Phu Tho, including 1,400 families from ethnic minorities such as the Thai, Muong and H’mong.
The programme is funded by the MDG Achievement Fund. The MDG-F Monitoring and Evaluation strategy instruct that an independent mid-term evaluation financed by the MDG-F Secretariat should be conducted for all joint programmes lasting more than 2 years. Mid-term evaluations are highly formative in nature and seek improved implementation of the programmes during their second phase of implementation. They also seek and generate knowledge, identifying best practices and lessons learned that could be transferred to other programmes.
The midterm evaluation is carried out by an international evaluator recruited directly by the MDG Secretariat, which is supported by a national evaluator. The National Evaluator will work under the guidance and direct supervision of the international evaluator to whom he/she reports. He/She will help facilitate the evaluation field visit in conjunction with the Programme Management Unit (PMU), accompany the International Evaluator in meetings in Hanoi and on missions to Programme field sites. The Evaluation Team will work in close collaboration with lead Government counterpart Vietrade, Vietcraft, UNDP, the PMU, in addition to all other participating UN agencies and Implementing Partners.
The selection will be based on a competitive basis and will comply with UNDP procurement regulations.
