Request for expression of interest: A consulting firm, training/research institute or local NGO to support provincial capacity building and human resource development in Data use for Decision Making (DDM) program.
Duration: September 2011 – September 2013
Location: Hanoi, Hai Phong, Quang Ninh, Nghe An, Can Tho, An Giang, Ho Chi Minh city, Dien Bien, and Lao Cai (PEPFAR provinces).
Background
USAID’s Health Policy Initiative Vietnam (USAID/HPI) is a five year USAID funded project that aims to assist the collaborative efforts of the Government of Vietnam, U.S. Government, civil society organizations (CSOs) and other stakeholders to develop and implement evidence-based and best practice-driven laws, policies, plans, and programs for HIV/AIDS prevention, care and treatment, and impact mitigation in Vietnam.
The Data use for Decision Making (DDM) program is a key USAID/HPI activity during 2010–2013 in PEPFAR focus provinces. USAID/HPI seeks a highly qualified consulting firm,training/research institute or local NGO to provide technical support to 9 PEPFAR provinces in institutional capacity building and human resource development for data use for decision making on programming, planning, and funding allocations across HIV/AIDS prevention, care and treatment components.
Specific Tasks
– Work closely with the USAID/HPI team to implement the DDM plan, including training materials development, on-site coaching and mentoring, supervision and monitoring visits.
– Design and implement cost analysis for key programs at provincial level. Costs will be analyzed from provider and/or government perspectives to develop resource need estimatesfor HIV/AIDS programming scenarios in provinces.
– Provide ongoing technical assistant to provincial HIV/AIDS centers in using epidemiological data and program data for development and monitoring provincial HIV/AIDS strategic plans.
– Collaborate with VAAC and Regional Institutes to develop standardized national guidelines including training manuals and technical tools to expand DDM program to all provinces.
Qualifications
– Strong experience in the analysis and use of HIV/AIDS epidemiologic, cost, and program monitoring data to evaluate programs.
– Experience in designing training curricula and conducting training in program monitoring and evaluation.
– Knowledge and experiences in capacity building and human resource development.
– Good understanding of the HIV/AIDS service delivery system.
– USAID experience is desirable.
