The Flemish Association for Development Cooperation and Technical Assistance, Belgium (VVOB) is implementing 2 programmes for the period 2008-2013 in Vietnam. The basic education programme aims to improve the quality of lower secondary education in 5 provinces of North and Central Vietnam (Thai Nguyen, Quang Ninh, Nghe An, Quang Nam, Quang Ngai) through an integrated support to the Active Teaching and Learning (ATL) change processes by means of Environmental Education and Information and Communication Technologies (ICT). The Agriculture programme aims to strengthen methodological extension skills, in particular participatory extension skills, of stakeholders involved in agricultural extension contribute to a better performing extension system in 5 provinces of Southern Vietnam (Binh Phuoc, Ba Ria- Vung Tau, An Giang, Hau Giang, and Soc Trang).
The Accountant will support the VVOB programme in Vietnam, by being in charge of the bookkeeping of the organisation, follow-up of cash flow and budgets and making sure the required documentation is submitted timely and in good order to Head Office.
Tasks
• Enter bookkeeping data in VVOB tailored system.
• Collect all required documentation related to bookkeeping and carry out compliance checks.
• Maintain list of assets.
• Apply for and follow up VAT refunds.
• Prepare monthly cash and bank reconciliations for all accounts.
• Follow up monthly budgeting and provisions on bank accounts.
• Maintain daily cash flow (petty cash and bank) overviews in excel.
• Prepare financial analyses of the various allocated budgets.
• Manage payroll: Calculating, preparing documentation, making payment for NSSF, NHIF, PAYE contributions, prepare salary payment instructions.
• Prepare monthly and end-of-year income/expenditure statements.
• Prepare for and assist with audit (local and from financiers).
• Prepare regular analysis and documentation for partner ministries.
Requirements
• Graduate degree in Accounting, Economics, or Finance.
• Minimum of three (3) years (36 months) relevant work experience.
• Experience in (international) NGO sector including donor guideline requirements is an advantage.
• Conversant with double entry bookkeeping.
• Proficiency in computer applications and use of relevant software: MS Office (especially excel, ACCESS, word), electronic bookkeeping, internet applications.
• Experience with internet banking is an added advantage.
• Conversant with payroll management.
• Conversant with withholding tax, VAT claims.
• Good written and oral command of English.
