JOB TITLE: Mu Cang Chai and Muong La Field Coordinator
DUTY STATION: FFI Office, Hanoi, Vietnam
RESPONSIBLE TO: Primate Programme Manager
PURPOSE: To support, to implement and to coordinate day-to-day project activities in Mu Cang Chai of Yen Bai province and Muong La of Son La province.

BACKGROUND
FFI’s mission is to conserve threatened species and ecosystems world-wide, choosing solutions that are sustainable, are based on sound science and take account of human needs.

FFI’s strategy to achieve this mission is to work with in-country organisations at all levels to support them in identifying and implementing country led sustainable solutions.

The strategic goal of the FFI Vietnam Primate Programme is to identify primate populations in most need of conservation interventions and provide strategic species-focused conservation in the field, based upon sound science and participation of local communities and other relevant stakeholders.

The contiguous forest in Mu Cang Chai District, Yen Bai Province and Muong La District, Son La Province has been identified that as the last stronghold for the Western Black Crested Gibbon (WBCG) Nomascus concolor in the Hoang Lien Son range. It is one of the most endangered primates in Vietnam and is distributed in very restricted areas in Son La, Yen Bai and Lao Cai provinces. This species is listed as Critically Endangered in the Red Data Book of Vietnam (2000) and Critically Endangered in IUCN Red list of Threatened Species (2010).

Since its rediscovery in 1999, FFI Vietnam has been supporting local governments and communities in conserving this species. A number of interventions have been undertaken through community-based conservation projects. With the efforts of FFI together with local forest protection agencies, local communities, and local relevant stakeholders, we have successful with conserving this species in Mu Cang Chai and the adjacent forest in Muong La district of Son La province. Further investment in this species conservation will contribute to conserving a Globally Critically Endangered primate and fit in Species Conservation Strategy of FFI.

Through the implementation of the gibbon and habitat conservation interventions, Fauna & Flora International’s (FFI) Vietnam Programme and the Forest Protection Department of Yen Bai Province are working to assist local community participatory in managing and monitoring gibbon population and habitat through community-based monitoring intervention and collaborative management of protected area approach.

MAIN DUTIES
The project field officer will be responsible for implementing project activities in Muong La in Son La Province and Mu Cang Chai in Yen Bai Province which directly address the conservation needs of Western black crested gibbon. It is anticipated that the Project Field Officer will spend at least two weeks of each month in either Son La or Yen Bai Provinces, often this will involve camping in the forest or staying in remote villages, to support project activities.

Support and implement activities for effective conservation of Mu Cang Chai and Muong La, for the Western black crested gibbon and associated biodiversity

The following specific activities will be responsibility of the field coordinator:
In Mu Cang Chai:
• Liaising with Mu Cang Chai Management Board, and particularly their law enforcement section to supervise all enforcement activities within the protected area
• Organizing the enforcement efforts of the community patrol teams in collaboration with the FPD;
• Accompany community patrol teams on patrol in the forest to assess their enforcement activities, their capacities, and their equipment needs;
• Establish management sectors in Mu Cang Chai.
• Working closely with other government agencies, including the district authorities, the police, the district Forest Protection Department and other local partners to ensure the implementation of enforcement activities;
• Monitoring the enforcement effectiveness of the community patrol teams.
• Coordinate closely with the FFI Protected Area Programme conducting the EU Non-State Actors Project in Mu Cang Chai and provide updates on enforcement concerns
• Provide monthly reports on enforcement efforts within Mu Cang Chai prepared by the FPD management board and FFI, including recommendations for improved enforcement efforts.
• Ensure that the monthly enforcement summary reports are distributed to the Forest Protection Council, including key government agencies
In Muong La:
• Liaising with District Forest Protection Department in Muong La to supervise all enforcement activities within the forest, including the community patrol teams;
• Accompany community patrol teams on patrol in the forest to assess their enforcement activities, their capacities, and their equipment needs;
• Establish management sectors in Muong La;
• Working closely with other government agencies, including the district authorities, the police, the district Forest Protection Department and other local partners to ensure the implementation of enforcement activities;
• Facilitate communication and coordinate enforcement activities between Muong La and Mu Cang Chai;
• Monitoring the enforcement effectiveness of the community patrol teams;
• Provide monthly reports on enforcement efforts within Muong La prepared by the FPD management board and FFI, including recommendations for improved enforcement efforts;
• Ensure that the monthly enforcement summary reports are distributed to the Forest Protection Council in Mu Cang Chai, and relevant government agencies in both provinces.

General responsibilities
Under the supervision of the Primate Programme Manager, support and implement project field activities ensuring they meet conservation goals, including the following:
• Acting as a general contact point in FFI for the project and supporting to maintain good working relations with provincial, district, commune and community partners to ensure effective implementation of the project;
• Working closely with other project staff and local partners to implement project activities;
• Following agreed project work plans;
• Preparing monthly reports and reporting regularly on project activities;
• Providing logistical and technical support to project partners;
• Working with partners and consultants to ensure activities are well implemented and support conservation goals;
• Managing project funds for field operations and reporting expenditure;
• Supporting field visits and field work by visitors, advisors and consultants;
• Supporting the provision of technical assistance and training for partners and community members;

Supporting the FFI Vietnam Primate Programme:
Providing additional support to the project activities where required by line managers to ensure implementation of other activities continues to meet conservation goals at other project sites, in particular the following:
• Translating documents between English and Vietnamese;
• Providing logistical support for specific activities in Hanoi;
• Providing input to strategic discussion to programme development;
• Drawing from field experience support the development of concepts for new programme activities.

Technical support to the Primate Programme:
• Providing technical support to the programmes through supporting staff and partners, implementing, monitoring and evaluating agreed activities where required, and provide input to programme development.

Other duties:
• Undertake tasks in support of the FFI Vietnam Conservation Support Programme that may reasonably be requested by Senior Management Staff and with approval of the Primate Programme Manager;
• Ensure that project office and field operations are conducted to a high level of health, safety, integrity, environmental good practice and cultural sensitivity. This includes ensuring that field medical kits are in good order and taken out on every field trip
• Ensure that FFI policies and guidelines are followed within the implementation of the FFI Vietnam Primate Programmes.

REQUIRED OUTPUTS
1. Monthly reports and work plans;
2. Mission terms of reference and back to office reports for field visits and other records of project activity;
3. Delivery of activities in accordance with agreed project objectives and work plans;
4. Technical project activity reports to line managers in accordance with reporting cycle.
