BCC Messaging revision and development
Scope of Work for a team of National Consultants
1. Introduction
The Avian and Pandemic Influenza Initiative is a three-year project awarded by the United States Agency for International Development to Abt Associates Inc. and its partners in October 2009. The project aims to build the capacity of the Government
of Vietnam and its counterparts to identify, prevent and control avian and pandemic influenza (API) and other emerging infectious disease (EID) outbreaks in both humans and animals. The project builds on previous successful activities of USAID’s API partners in Vietnam including the AI Mekong Initiative implemented by Abt Associates Inc. 2006-2009.
The Avian and Pandemic Influenza Initiative, builds on earlier API Behavior Change Communication activities of the AI Mekong Institutive implemented in Can Tho and Hung Yen and the activities of anther USAID project, the AI BCC project, managed by
AED from 2006 to 2009 as well, in Ha Nam, Kien Giang and Quang Tri. During the summer of 2010, the Avian and Pandemic Influenza Initiative conducted an assessment of the previous BCC activities of both projects, and is currently developing improved materials and implementation plans with each province.
The project is recruiting a consultant team to lead the development of the messaging and creative materials for this effort.
2. Purpose of work
The selected consultant(s) will work with the Avian and Pandemic Influenza Initiative’s BCC team, with support from Abt headquarters office, to develop and/or revise messages, theme, logo and tagline(s), outlines/scripts, users’ guides and other related materials for identified BCC activities including, but not limited to, flip charts, markets kiosks, community events, posters/billboards, calendars, and others in mutual consensus with the project. This will include participating in discussions to develop an overarching theme for the BCC campaign (2010 – 2011). This person will not be responsible for layout, publication and/or artwork for the materials.
3. Activities required
Under the direct supervision of the Director, Behavior Change Communication and in coordination with the BCC Manager and the other project Technical Directors, the Consultant will:
a) Review and understand the project context regarding API and EIDs, Vietnam’s poultry supply chains and bio-security/bio-safety practices and previous projects’ BCC initiatives: (8 days)
• Briefing with the Avian and Pandemic Influenza Initiative BCC team
• Review of:
o Creative Brief provided by the BCC team
o All previous materials of the relevant projects (AI-Mekong, Avian and
Pandemic Influenza Initiative pre-Tet and AI-BCC) o Avian and Pandemic Influenza Initiative’s BCC Assessment Report
and Action Plan
o Bio-security, Good Animal Husbandry Practice and Good Manufacturing Practice materials provided by the Avian and Pandemic Influenza Initiative team
• Review BCC plans for each province developed through provincial planning workshops, and receive briefing on content and new materials to be developed.
• Meet with the Project Director and the Technical Directors for Human Health and Animal Health to clarify, and/or a field visit, as needed
• Meet with BCC team to present outline of content work together with graphic work
b) Work with design/graphic consultant(s) to harmonize content and illustrative images (throughout the development process) (3 days)
c) Work with the with Avian and Pandemic Influenza Initiative BCC team staff to develop the first version (20 days)
d) Get comments from the Avian and Pandemic Influenza Initiative Staff and evelop the 2nd version (10 days)
e) Participate the pretest and finalize materials (15 days)
4. Duration
The assignment will last from November 1-30, 2010 with a total input of up to 56 person- days.
5. Deliverables
Three drafts of materials for all communication channels planned for the project – flip charts, community events (guidelines/templates), posters/billboards, calendars, and logo and taglines, including:
1. Key outline (story boards) of content work to be covered/addressed.
2. First draft of various materials.
3. Revised draft materials based on input from Avian and Pandemic Influenza Initiative Director BCC and team, Project Director, other Technical Directors nd others as needed (inputs to be coordinated by Avian and Pandemic Influenza Initiative BCC team).
4. Final draft to be approved by the Avian and Pandemic Influenza Initiative Director for BCC.
