We are currently seeking a qualified and motivated person, Vietnamese nationality, to work in our coordination office Ho Chi Minh city in the position of FINANCE COORDINATOR
Position type: Full time, starting from mid September 2010 with a possibility to transfer to Hanoi for a long term contract when HI-VN office moves to Hanoi in 2011.
Location: In Ho Chi Minh city for approximately 6 months, then moving along to Hanoi up from March-May 2011 together with the office move. During the first 6 months, the person will receive on-the-job training by the current Finance Coordinator to get ready for independent function in Hanoi.
Interfacing: The Finance Coordinator reports to the Country Director, is in charge of the Finance team and in collaboration with all staff members in the country program as described in the Job description.
Job Summary:
The Finance Coordinator is responsible for the overall management of Finance and Accountancy within the HI-VN mission. S/he participates in the Country Strategic Planning in terms of Budgeting, follows up and reports on the Financial implementation at the Support office as well as at the project sites. The Finance Coordinator will ensure that Financial and Accounting tasks are done according to the global and country procedures and regulations of Handicap International.
MAIN TASKS & RESPONSIBILITIES:
Finance
– Drawing HIVN budget for the following three years (with support of Project coordinators)
– Drawing HIVN detailed budget for following year (based on operation budgets) and updating it monthly
– Reviewing HIVN budget after 6 months
– Giving monthly follow up of activities for all projects to Project coordinators and directors
– Giving quarterly follow up of activities for all projects to HQ, Project coordinators and directors
– Managing the financial closure
– Drawing and updating monthly the “allocation guide” for office costs and staff
– Reviewing/drawing budgets when sending propositions to donors
– Following up the expenses by contract and by line, ensuring the respect of donor rules and authorized variations
– Requesting and arguing possible additional clauses to financing contracts
– Making financial reports providing explanations on variations with the budget
– Managing the financing contracts and the financial coverage of the projects
– Analyzing the financial coverage of the projects and working on it with projects coordinators, country director and communication coordinator
– Translating from financing budgets to HI framework budgets
– Writing and negotiating of possible additional clauses to a financing contract regarding the Total Budget analysis & revision
Accounting
– Checking and signing invoices
– Checking the accounting and giving feedback to the accountant for corrections
– Managing the Vendor accounts
– Signing the bank and cashboxes statement at the end of each month and sending it to HQ
– Managing the accounting semestral & annual closures
Accounting software
– Being able to encode invoices in HIVN Accounting software (in case of accountant leave)
– Calculating and checking HIVN Accounting software exchange rate
– Supervising monthly accounting closure (by accountant)
– Managing the financing contracts, donor budgets and project budgets in HIVN Accounting software
– Using HIVN Accounting software follow-up tools
– Supporting the team in the use of HIVN Accounting software
Treasury
– Managing the safe with cash in VND, USD and EUR
– Managing the specific accounts
– Being responsible of any difference in the balance of the safe
– Managing the advances and reimbursements given to/received by the accountant
– Checking and signing all payment documents
– Withdrawing money for support office when needed
– Collecting cash requests from projects and office and checking them
– Doing the cash request for HIVN and sending it to HQ
Training
– Organizing trainings for assistants and accountant when needed using tools available
– Participating in financial trainings/seminaries organized by HQ
Personnel Management
– Updating the job description of the accountants
– Doing the accountant evaluation at the end of the year
– Participating in the recruitment of the accountant and projects assistants
– Participating in quarterly coordination meetings of HIVN
– Insuring the implementation of HIVN procedures related to finance department
Interactions with HQ staff
– Finance officer for accounting and finance topics
– Institutional funds officer for donors topics
– Transversal finance officer HIVN Accounting software and accounting closures
– IT manager for intrusion problems
– Finance manager
– Support services director
Selection Criteria and Qualifications
– University graduate or post graduate in Finances and Accounting;
– A minimum of two years’ experience in similar positions, preferably in the NGO circle.
– Fluency in English (IELTS 6 or equivalent) and Vietnamese;
– Computer literate and effective abilities in Word, Excel and Accounting softwares;
– Ability to work with a minimum of supervision, exercise judgment, meet deadlines and work under pressure;
– Ability to write donor reports in English;
– Ability to write Accounting/Financial reports in English;
– Effective leadership and teamwork spirit;
– Honest, meticulous, transparent, responsible;
– Having an ethical and critical way of thinking;
– Good inter-personal skills.
