mitigation and preparedness.
CARE in Vietnam is looking for an experienced and qualified Vietnamese individual to fill the position of Project Officer for the project named Joint Advocacy Network Initiative, funded by the Disaster Preparedness program of the European Commission’s
Humanitarian Aid department, aiming to strengthen community-based disaster risk management advocacy and implementation through effective networking and joint initiatives.
The Project Officer is responsible for assisting the day-to-day administrative, financial and programmatic management of the project. The Project Officer works closely with staff of CARE’s DRR Program as well as partner organizations. The Project Officer will be based in CARE office located in Hanoi, reports to the Project Manager, and travels to
local sites as required.
Major responsibilities:
– Assist with the day-to-day project management activities in close collaboration with CARE’s DRR Program staff and partner organizations;
– Coordinate the implementation of project work plans and budgets in compliance with approved donor and government guidelines.
– Maintain liaison with local government agencies and partner organizations that implement community-based disaster risk reduction projects or work in the same area of natural disaster management such as DMC, WB, UNDP, NGOs and
DMWG;
– Make funding transfer requests and keep tracks of such funding to JANI partners
– Prepare, update and monitor budgets, costed-work plans, etc. for the project;
– Assist in preparing financial reports;
– Review acquittal of contracts and payments in accordance with CARE in Vietnam rules and procedures;
– Prepare regular/monthly project progress/monitoring reports to CARE in Vietnam as required;
– Prepare other reports on the project as required by donors.
– Undertake logistics for training, workshops and other meetings/project missions
– Assist in the monitoring and evaluation of project implementation as per the M&E plan
– Ensure the transparent and efficient procurement of project supplies
– Keep the filing system and perform administrative tasks in the Disaster management unit.
– Translate documents and accompany and interpret for expatriates during field trips, meetings or workshops.
– Work with the Team on early warning forecasts and emergency preparedness and responses.
– Other duties as reasonably requested by supervisors.
Selection criteria:
– University degree in social studies, development practices, water resource management or related fields
– At least 02 years experience in disaster risk reduction projects in international organizations
– Proven professional skills in advocacy, communications, facilitation, logistic arrangement, financial management, documentation/research and training
– Excellent English and Vietnamese skills
– Good computer skills for Office programs.
– Good interpersonal skills
– Ability to work effectively as a team member and with minimal supervision
– Experience in coordination in networks, or consortiums will be an advantage.
