1. M&E Project Officer
CARE in Vietnam is looking for an experienced and qualified Vietnamese individual to fill the position of M&E Project Officer for “Capacity building for institutions and vulnerable communities to improve disaster preparedness, mitigation and response” project funded by DIPECHO which will be jointly implemented by CARE and Plan UK. This position will be based in Ha Noi.
Position information:
Positions: M&E Project Officer
Start working: Immediately
Contract: 15 months (with high potential for extension)
Location: Ha Noi with regular travel to project sites
Major responsibilities:
– Develop systems for recording and updating of quantitative and qualitative information against project objectives;
– Prepare worksheets and formats for collecting, analyzing and recording monitoring information;
– Be in charge of monitoring project information and updating in CARE Project Information and Management System (PIMS) on the regular basics.
– Prepare regular project progress monitoring reports to CARE Project Manager in Vietnam as required;
– Assist with the day-to-day project management activities in close collaboration with CARE’s Emergency Program staff and partner organizations;
– Prepare, update and monitor budgets, costed-work plans, etc. for the project;
– Conduct regular monitoring visits to ensure the quality of work undertaken by the project partners;
– Provide good support with Field Project Officer and partners in preparing advance and acquittals for monthly activities
– Support to PM in coordination among the partners, end user, contractors and contact information among them.
– Collect, analyze and manage the required information on the implementation progress of project activities, and submit to the Project Manager for the preparation of Project monthly reports;
– Review acquittal of contracts and payments in accordance with CARE in Vietnam rules and procedures;
– Support with DRR activities such as the coordination of logistics work in the event that CARE responds to disaster mergency.
– Other duties as reasonable requested by supervisors.
Selection criteria:
– University degree
– At least 2 years experience in community-based projects in international organization
– Proven professional experience in communication, group facilitation and training
– Good computer skills: Microsoft office suite, internet, database
– Good working knowledge of written and spoken in English and Vietnamese
– Can work under pressure
– Ability to work effectively as a team member and independently with minimal supervision
– Experience in setting up and implementing M&E will be an asset
– Experience in CBDRM and climate change adaptation is preferable.

2. Field Project Officer
CARE in Vietnam is looking for an experienced and qualified Vietnamese individual to fill the position of Field Project Officer for “Capacity building for institutions and vulnerable communities to improve disaster preparedness, mitigation and response” project funded by DIPECHO which will be jointly implemented by CARE and Plan UK. This position will be based in Thanh Hoa.
Position information:
Positions: Field Project Officer
Start working: Immediately
Contract: 15 months with high potential for extension
Location: Thanh Hoa
Major responsibilities:
– Conduct regular monitoring visits to ensure the quality of work undertaken by the project partners;
– Liaise with the staff of partner organizations, local authorities and other agencies for project implementation according to plan;
– Provide logistical support to project staff and consultants;
– Collect, analyze and manage the required information on the implementation progress of project activities, and submit to the Project Manager for the preparation of Project monthly reports;
– Be in charge of the overall operations and management of a project field office.
– Assist in all day-to-day project financial and administrative work and procedures.
– Support with DRR activities such as the coordination of logistics work in the event that CARE responds to disaster emergency.
– Other duties as reasonable requested by supervisors.
Selection criteria:
– University degree
– At least 1 year of experience in community-based projects in international organization
– Proven professional experience in communication, group facilitation and training;
– Good computer skills: Microsoft office suite, internet, database;
– Good working knowledge of written and spoken in English and Vietnamese
– Can work under pressure;
– Ability to work effectively as a team member and independently with minimal supervision;
– Familiarity with the project area and local residence will be an asset;
– Experience in CBDRM and climate change adaptation is preferable.
