Background

RECOFTC is implementing its strategic plan 2008-2013. A capacity building needs assessment (CBNA) will be conducted in each of the six focal countries: Cambodia, China, Indonesia, Laos, Thailand and Vietnam. The CBNA needs to focus on the key stakeholders in the respective country who are working closely with the ultimate beneficiaries; people in and around the forest. It also needs to focus on the key issues of concern for RECOFTC, such as rights, good governance and benefit, in the thematic areas of Climate Change, conflict management and market access.

A capacity building needs assessment guideline has been developed by Capacity Building Services Program (CABS) in RECOFTC. It provides guidance in procedural, methodology and objective of the CBNA in country. The methodology needs to be adapted to each country’s context and, most importantly, the key stakeholders need to be confirmed by the country program in accordance with the RECOFTC strategic plan.

RECOFTC is looking for a Vietnamese consultant to conduct the CBNA in Vietnam under guidance of and with close consultation to a senior program officer from CABS in RECOFTC Bangkok and the RECOFTC Vietnam country program coordinator. S/he will be supported by a group of advisors in the process. The consultant will directly report to Vietnam country program coordinator and manager of CABS.

Tasks:

  1. Work with RECOFTC country program coordinator and international consultant to agree on CBNA objectives, methodology, process and format of the report.
  2. In consultation with CABS program officer, Vietnam country program coordinator and CBNA advisors, prepare a country profile for Vietnam, agree on the key stakeholders of community forestry, confirm and update competency standards, develop competency profile for agreed roles and conduct competency analysis and organizational assessment of the key stakeholders.
  3. Produce a quality report based on agreed format, present and discuss it with key stakeholders and revise it accordingly.

Qualification

  • Minimum 10 years of work experience in participatory forest management / community forestry
  • University degree in forestry, sociology or related fields. Postgraduate degree is preferable.
  • Strong background on institutional aspects of Natural Resource Management and Community Forestry.
  • Proven experience in Capacity Building Needs Assessment.
  • Good knowledge of Vietnam’s forestry sector
  • Good command of English
  • High level of computer skills

Deliverables

A quality report presenting the result of the capacity building needs assessment and capacity building action plan, which includes but is not limited to:

  • A country profile
  • Stakeholder analysis
  • Competency profile
  • Individual capacity assessment
  • Organizational assessment
  • Recommended action plan for development of capacity building strategy for RECOFTC Vietnam
