2.1. Duration: 6 months contract
2.2. Location: Frequent field trips to the project sites (minimum ½ time) – Phu Yen, Binh Dinh, Gia Lai, Quang Ngai and
2.3. Duties and responsibilities
Under the supervision of the Program Manager, the Program Assistant is responsible for ensuring the appropriate:
► Representation of FRC, in accordance with its strategy, its principles and its charter
► Operational, administrative and logistics management of the project,
► Translation of documents from English to Vietnamese and from Vietnamese to English, and interpretation for the Program Manager
His/Her specific duties and responsibilities shall include:
► To assist the Program Manager in designing, implementing and following up the program;
► To assist the Program Manager in coordinating with the VNRC for all purchase, delivery
and distribution matters;
► To participate at distributions on project sites;
► To ensure that FRC standards and procedures are respected during distributions;
► To bring technical and methodological assistance to VNRC and local authorities;
► To ensure that accurate distribution data are recorded and provided to FRC;
► To conduct a beneficiary satisfaction survey during distributions and field visits;
► To actively participate in the final evaluation;
► To liaise and arrange meetings with the VNRC and local authorities;
► To carry out translation for the Program Manager;
► To ensure coordination with VNRC at local and HQ level;
► To inform and liaise with the administrative and logistics officers in Hanoi office for financial, HRM, administrative and logistical matters;
► To maintain good relationship with local authorities at province, district and commune levels;
► To assist the Program Manager in writing activity reports (to donors, partners, local authorities & FRC headquarters);

2.4. Requirements
Vietnamese national
Educational background:
– University Degree, preferably in Foreign Languages, Project Management or Economics
Working experience:
– At least 3 years experience, including 1 year in INGO
– Experience in project management
Knowledge:
– Excellent command of written and spoken Vietnamese
– Good command of written and spoken in English
– Good command of written and spoken in French is an asset
– Good computer skills: Word, Excel, email
Personal skills and abilities
– Good interpersonal, communication and negotiation skills;
– Good analytical and reporting skills;
– Thoroughness and working accurately and rigorously;
– Very good organisational skills;
– Ability to work in team as well as independently;
– Ability to take initiatives;
– Being flexible and able to work in difficult situations, for long periods of time and in remote areas.
