Mapping Services Consultant

Background:

Vietnam is a relatively low HIV/AIDS prevalence country with a concentrated epidemic among high-risk individuals (HRI). To combat the spread of HIV/AIDS in Vietnam, the U.S. Government has called for a prevention approach that prioritizes reaching, partnering with, and meeting the needs of most at risk populations. USAID has contracted Chemonics International to implement this effort under the USAID HIV Workplace project from 2008 – 2013. The program is designed to research workplace settings with a high proportion of HRIs and most at risk populations (MARPs), particularly injecting drug users (IDUs) and female sex workers (FSWs) in seven PEPFAR focused provinces: Ha Noi, Hai Phong, Quang Ninh, Nghe An, HCMC, An Giang, and Can Tho. The project combines the development of workplace policies, delivery of supportive health and social services, and economic rehabilitation for HRIs.

In Year 2, the Project will focus on developing a system that integrates job placement and job preparation services. The system will have three institutional focal points: employment agencies, pre-employment preparation (PEP) organizations, and vocational training centers. The employment agencies will regularly provide lists of jobs available (mostly taken from the enterprises the Project is working with) and regularly meet with them to negotiate job opportunities for HRIs including needs for vocational training or on-the-job training. The PEP institutional focal points such as vocational counselors of the FHI program will identify potential HRI employment candidates through contact with NGOs and self-help groups, and offer soft skill and necessary job preparation. In collaboration with FHI, Project staff will link these two foci to work effectively on identifying jobs and preparing candidates for employment. The third focal point is vocational training centers. The Project will carry out a mapping exercise to determine which centers are most appropriate for preparing HRIs for specific jobs.

 

This activity is under Objective 3, Task 8 of the Year 2 Work Plan.

 

Objective:

 

To conduct a mapping exercise of vocational training centers in 7 PEPFAR provinces (Ha Noi, Hai Phong, Quang Ninh, Nghe An, HCMC, An Giang, Can Tho) and to prepare a report with assignment conclusions and recommendations.

 

Tasks:

 

1.   Prepare a spreadsheet for the mapping exercise in both English and Vietnamese (2 days). The spreadsheet should include but not be limited to the information below:

·      Name of vocational training centers

·      Location

·      Contact information

·      Information on training programs

Name of professional training program

2.   Collect information on vocational training centers in 7 PEPFAR provinces from existing information sources (17 days),

3.   Summarize collected information in the d spreadsheet (in Vietnamese) (5 days),

4.   Contact General Department of Vocational Training under MOLISA and MOET to confirm the information (5 days),

5.   Prepare a brief report (1-2 pages) with recommendation for future data collection (in English) (1 day).

 

Deliverables:

1.       Spreadsheet with information on vocational training centers in 7 PEPFAR provinces (in Vietnamese) by March 1, 2010.

2.       Brief report (in English) by March 15, 2010.

 

Required Qualifications/Experience:

The proposed consultant for this assignment should possess the following qualifications and experience:

·         Knowledge about vocational training programs in Vietnam.

·         Experience in conducting mapping, researches/studies related to vocational training or employment.

·         Ability or willingness to communicate and work with people from diverse socio-economic and cultural backgrounds.

·         Pro-active personality with proven ability to work independently and in a team

·         Strong written and spoken English.

·         Demonstrated ability to meet deadlines.

 

Reporting:

The consultant will work with the project’s team, and report to Chief of Party, to whom he/she will submit all written materials.
