1. PROGRAM MANGER

The position of a Program Manager is now required to meet the development of the organization.
Position Overview
The main purpose of this position is to ensure the timely and quality implementation of the projects and building up the expertise of organization through continuous learning and ensuring synergy among different projects. The position provides direct support to the Executive Director in strengthening organization through inputs to the strategic planning and coordination of activities to realize these plans.
The position is at the senior managerial level of the organization and will report directly to the Executive Director.
Primary Duties & Responsibilities:
Program management
– Oversee, monitor and evaluate the implementation of the projects. From time to time, involving in deliver the project activities as required
– Provide timely support and guidance to the project management teams (including project staff and volunteers)
– Develop and deliver plan to ensure the synergy between project and build up the organizations’ key competencies in areas such as behavior change, education for sustainable development, community development, community public space planning, community mobilization, youth leadership, and social enterprise management
– Facilitate trainings and mentor staff to produce quality work.
– Provide training and coaching to the project staffs
– Represent Action for the City in different meetings, workshops and networks
– Liaise and provide regular report to donors
– Foster and strengthen the cooperation with stakeholders including national implementing agencies and partners and other organizations working in the same areas
– Keep update of the policy and other organizations working in the same issues and geographical areas
Program development and fund raising
– Provide input to the plan to develop core funding for the projects
– Contribute to the development of new projects, including taking part in conceptualizing and writing proposals for funding applications when possible
– Take initiative in identifying potential donors for new projects.
Financial management
– Prepare disbursement plans for projects
– Ensure that the projects are managed in accordance with the approved budget and be responsible for monitoring expenditure against budget of all projects assigned and report to donors
Representation
– Represent Action for the city at relevant meetings, workshops and events as required by project or assigned by Executive Director to share the organization’s knowledge
– Take part in networking and working groups
– Establish, maintain and strengthen the partnership and collaboration with other organizations, local government and mass organizations in the project areas and foster the synergy/ collaboration options with other organizations of similarinterests
Strategic planning and organizational development
– Provide inputs to the development of organizational policies and strategic planning
– Support the Executive Director in delivering the strategic plan
– With the Executive Director, implement activities to increase program quality, and a learning organization
Qualifications:
Required:
– Bachelor’s degree
– A minimum of four years professional experience in development work with an NGO, at least two years in managerial position
– Strong knowledge and understanding of sustainability, community development and behavior change
– Solid hands on experience of working with communities
– Strong strategic planning and management skills
– Strong verbal and written communication skills in English and Vietnamese
– Experienced user of Microsoft Office programs
Preferable:
– Experienced in working in urban contexts

Compensation
The salary for this position ranges from 7,000,000 -14,000,000 VND (net) based upon the experience of the candidate hired. The position of a Communication Officer is now required to meet the development of the organization.
Position Overview
The main purpose of this position is to facilitate better collaboration and effective learning between different stakeholders and communities with Action for the City. His/her work will improve Action for the City’s program quality and contribute to better accountability to the community and donors, while also motivating staff to keep up their good work.
The Communication Officer will be responsible for developing and coordinating internal and external communications for Action for the City. The CO will work with the Program Manager and the Executive Director to develop a coherent and consistent strategy for external communications. S/he will be constantly engaged in working with projects to highlight key learning, supporting the outreaching of different pilot models to new communities. S/he will help to profile the mission and work of Action for the City and build a stronger supporting base for the organization from community and individuals.
This position requires skills in community development, social marketing, writing, networking and knowledge management.
The Communication Officer will report to the Program Manager.
Primary Duties & Responsibilities:
External communication and promotion of the organization
– Develop a cohesive external communications strategy for the organization, in consultation with the Program Manager & Executive Director
– Develop and maintain appropriate, ongoing communications regarding the organization’s activities and achievement through channels such as newsletter, website and updates with network members.
– Support the organization’s projects by producing and distributing high quality communications materials and developing creative communications strategies
– Prepare and distribute press releases. Where possible, build ongoing relationships with local, national and international media agencies and journalists to encourage media coverage of Action for the City activities and program objectives.
– Support the Program Manager and project staff in activities to reach new communities, including meetings or community events.
– Assist in organizing Action for the City events, including project site visits, neighborhood meetings and occasional key donor visits
– Represent Action for the City at relevant meetings; participate in appropriate workshops and other relevant events
– In consultation with the Program Manager and Executive Director, explore opportunities for partnerships and knowledge sharing with NGOs, experts and institutions that are working in the same field with Action for the City
Internal communication for a learning organization
– Develop and maintain the organizational knowledge management system
– Develop, train and assist staff in effective external and internal communications skills
– Coordinate and document best practice and lessons learned from projects to share with staff, partners and donors
– Participate in other activities which may be required to fulfill the objectives of the organization
– Keep current of relevant national and international events or information that relate to the program issues and program development direction
Consolidating community engagement
– In consultation with the Executive Director, develop and execute an effective plan for developing the membership base of people in

– Work experience with an NGO or international development organization
