The policy for 61 districts with over 50% of households living in poverty was
officially approved by the Prime Minister?s Office on 27th December 2008 as
resolution 30a/2008/NQ-CP and implementation began in February 2009. Under the
Resolution MoLISA, through the Department for Labour Export, have been tasked
with developing a policy to support labour export from the poorest districts, in
order to provide: ?support to vocational training, teaching of foreign
languages, improving knowledge, orientations (including provision of cost for
food, accommodation, travel, registrations and preferential credit, etc), aiming
at enabling labourers in the poor districts to participate in labour export
markets?.
The policy document has been written and MoLISA/ Labour Export Department will
now focus upon developing detailed implementation instructions for the policy.
The Labour Export Department has requested technical assistance from Project VIE
02/001 in developing a conceptual paper that identifies key issues that the
implementation instructions will need to address in order to maximise the
effectiveness and poverty reduction impact of the policy. In parallel, Project
VIE 02/001 has also been asked to support the Labour Export Department in
providing a consultant to advise and support a baseline survey for the new
Policy, which will be used for targeting purposes, and subsequently to monitor
the impact of the Policy. Two ToRs have been prepared for these assignments but
it is anticipated that the two consultancies will operate closely together.
