Dự án LIFE-GAP (Bộ Y tế) cần tuyển một số vị trí

Dự án LIFE-GAP ra đời năm 2001, là kết quả của sự hợp tác giữa Bộ Y tế Việt Nam và Trung tâm phòng – kiểm soát bệnh Hoa Kỳ (CDC), nhằm tăng cường sự lãnh đạo và đầu tư trong cuộc chiến chống đại dịch AIDS toàn cầu. Hiện nay, dự án đang cần tuyển một số vị trí cho các hoạt động phòng chống HIV. Hạn cuối nộp hồ sơ là 20/03/2009. Thông tin chi tiết như sau:

“Vietnam-USA Collaboration Project on HIV Prevention and Care in Vietnam” is the Collaboration Project between Ministry of Health in Vietnam and Human Health Service. We are looking for candidates for the following positions:

– 01 Voluntary Counseling and Testing (VCT) Officer
– 01 Community-based Outreach Officer, Methadone Program
– 01 Prevention Mother to Child HIV transmission of (PMTCT) Officer
– 01 Palliative Care Officer
– 01 Planning Officer
– 01 Project Accountant

Job description

1. VCT Officer
– Composing proposals, planning, implementing, monitoring VCT activities
– Organizing VCT training
– Providing Monitoring and Evaluation, technical assistance of VCT Program
– Writing VCT report
– Other tasks assigned by Project Management Unit

2. Community-based Outreach Program, Methadone Program Officer
– Writing proposals, implementing and monitoring Methadone Maintenance Treatment activities which belong to Community-based Outreach Program of the Project.
– Working closely with CDC experts and Vietnam Administration of HIV/AIDS Control and other agencies in developing training documents, organizing and training in Methadone training courses.
– Directly supervising, monitoring and provide technical assistance, and reporting the outcomes of the program.
– Other activities assigned by Central Project Management Unit.

3. Prevention Mother to Child transmission of HIV (PMTCT) Officer
– Making yearly, quarterly, monthly plans on PMTCT program.
– Being responsible for management, coordination and technical assistance for PMTCT program activities.
– Coordinating closely with doctors in adult and pediatric out-patient clinics in monitoring the services provided to infants whose mothers are infected with HIV.
– Supervising and managing statistics of PMTCT program including statistics of infants whose mothers are infected with HIV.
– Supervising using ARV in PMTCT program.
– Other tasks assigned by Team Leader and Central Project Management Unit.

4. Palliative Care Officer
– Making plans, providing technical assistance, implementing activities related to pallliative program and community-based care program.
– Coordinating closely with Care and Treatment Officers in supervising activities of out-patient clinics, including ARV treatment.
– Coordinating with Harm Reduction Interference Group in imlementing activities related to Methadone treatment of the Project.
– Collecting statistics and reporting on activities related to out-patient clinics.
– Other tasks assigned by Team Leader and Central Project Management Unit.

5. Planning Officer
– Making annual plan to submit CDC Atlanta, Ministry of Heatlh for approval; revising the plans to submit CDC Atlanta, Ministry of Heatlh for approval.
– Planning for detailed activities for sub-projects, examining, monitoring project progress.
– Prepapring periodical financial reports to send Donor and as requested by relared agencies.
– Implementing project bidding (synthetizing and annual planning, preparing project bidding documents,… according to regulations of Vietnam and the Donor).
– Other tasks assigned by Team Leader and Central Project Management Unit.

6. Project Accountant
– Managing, archiving the validity of copied financial supporting documents from sub-projects.
– Working with Administrative section to manage properties of Project Office and Sub-project offices.
– Assisting Finance Chief to prepare annual audit.
– Tasks assigned by Finance Chief and Central Management Unit.

General requirements

– Fluency in English in communication, writing reports, designing project activities.
– Excellent at office software (MS Word, Excel, PowerPoint, statistics analysis related to research and epidemiology: Epiinfo, SPSS….)
– Ability to work independently and team working, ability to go to 28 provinces.
– Experience in working for projects.

Specific requirements

VCT Officer:
– Under 35 years old
– Doctor in psychology
– 3 year-experience in HIV/AIDS Prevention in Vietnam
– 2 year-experience in VCT Training is preferable

Community-based Outreach Program, Methadone Program Officer:
– Under 35 years old
– Medical doctor background
– 2 year-experience in HIV/AIDS Program in Vietnam
– 1 year working experience in Community-based Outreach Program/ Peer Education especially Methadone program in HIV/AIDS field is preferable.

Prevention Mother to Child transmission of HIV (PMTCT) Officer:
– Doctor background, major in obstetrics or general practice.
– 3 year-experience in HIV/AIDS Prevention in Vietnam
– Working experience in HIV/AIDS/PMTCT care and treatment projects is preferable.

Palliative Care Officer:
– Doctor majoring in Infection or General Practice
– 3 year-experience in HIV/AIDS Prevention in Vietnam
– Working experience in HIV/AIDS care and treatment in projects, experience in designing, implementing trainings on HIV/AIDS is preferable.

Planning Officer
– Background in Economics, Foreign Trade
– Working experience in projects
– Experience in bidding procurement is preferable

Project Accountant:
– Graduated from universities majoring in finance
– 3 year-working experience in Finance-Administration and projects is preferable.
