Vietnamese Consultant for Monitoring and Evaluation of AVIAN INFLUENZA Program
CARE in Vietnam is a Non-Government Organization representing the CARE International network. CARE in Vietnam is a creative and dynamic organization, working with Vietnamese partners in the sectors of health, rural development and disaster mitigation and preparedness.
CARE in Vietnam is looking for an experienced and qualified Vietnamese to fill in a consultancy of Monitoring and Evaluation for the Avian Influenza program in nine provinces in Vietnam.

Contract: Maximum fifty working days spread evenly between Dec 15, 2008 and June 30, 2009

Summary of the consultancy:
The Monitoring and Evaluation (M&E) Consultant is responsible to assist the AI Project Managers (PM) in the monitoring and evaluation of three AI projects so that they can together track progress, changes and how changes happened. These M&E findings will be fed into existing projects revision and improvement, in the design of future projects and the overall AI program strategic thinking conducted by AI management staff according to the project document and log frame. The M&E consultant will hence contribute to the design and management of a sound and comprehensive M&E system for the AI program to measure program and projects outcomes, also including updated documentation and inventories. The M&E consultant will enhance PM and partners’ capacity in project monitoring and evaluation of related activities and support them in the analysis of the gathered information.
Major responsibilities lay in four areas:
– design of system and tools,
– capacity building,
– documentation and inventory,
– coordination of data gathering and analysis
Selection Criteria:
– Experience in developing M&E systems for development programs in Vietnam
– Demonstrated practical experience in research or evaluation design, conduct, and management.
– Demonstrated ability to develop and deliver M&E capacity building activities for implementation teams.
The consultancy will cover maximum 50 (fifty) working days with an average of ten working days per month between December 15, 2008 and June 30, 2009.
