TERMS OF REFERENCE

Project Development and Management Trainer

Background

Fauna and Flora International’s (FFI) mission is to conserve threatened species and ecosystems world-wide, choosing solutions that are sustainable and based on sound science and take account of human needs. FFI’s strategy to achieve this mission is to work with national organizations at all levels to support them in identifying and implementing country led to sustainable solutions.

Through the framework in Hoang Lien Son Region, FFI has been supporting the Forest Protection Department (FPD) of Yen Bai province, the Management Board of Mu Cang Chai Species and Habitat Conservation Area (MCC SHCA), the Forest Protection Council (FPC) of Mu Cang Chai district to develop and implement Community-based conservation interventions through Community-based Monitoring Groups (CBMGs) and collaborative management of protected area activities. These interventions aim to monitor and conserve key flagship species of threatened wildlife in MCC SHCA.

To build capacity of local partners through ?learning-by-doing? approach, FFI has supported Yen Bai FPD prepared, submitted, and received a foreign grant focusing on local capacity building and Community-based conservation approaches.

The purpose of this assignment is to enable forest protection staff to have the knowledge, skills and capacity to develop and manage foreign funded grant in an effective manner. These Terms of Reference covers the training input required to develop the necessary capacity for project management and implementation team including Yen Bai FPD, MCC SHCA Management Board, and FPC.

Scope

Provide technical training on project development and management for 10 persons in Yen Bai province.

Detailed description

1. Develop a suitable and concise training course on project development and management for protected area management purposes. The training course will have two basic components: 1) consolidation of project development and management skills; and 2) a draft proposal production for the coming year.

2. Conduct a 5-day training course in Mu Cang Chai district of Yen Bai province.

3. Ensure training is delivered in a way appropriate and encouraging to trainees of limited foreign funded project development and management skills.

4. Evaluate the effectiveness of the training, using a simple questionnaire testing trainee skills and knowledge in project development and management before and after training.

5. Provide a concise written report on the methods, effectiveness and recommendations from the training.

Deliverables

1. 5-day training course tailored to development and management of conservation project in Mu Cang Chai.

2. Draft proposal for coming year.

3. 10 persons with the capacity to be able to manage the project with minimal support from technical specialists.

4. Simple manual for trainee’s use during and after the training course.

5. Concise training report indicating possible next steps for further trainings needed.

6. Training reports are to be submitted as both hard and soft copies in English and Vietnamese, and be able to the satisfaction of the project staff the consultant is reporting to.

Supervision

The consultant will report to the Hoang Lien Son Coordinator.

TERMS OF REFERENCE

GIBBON SURVEY IN HOANG LIEN – VAN BAN NATURE RESERVE CONSULTANT

Background

The Western Black Crested Gibbon (WBCG) Nomascus concolor is one of the most endangered primates in Vietnam which are distributed in very restrict areas in Son La, Yen Bai and Lao Cai province. This species is listed as Critically Endangered in Red Data Book of Vietnam (2000) and Endangered in IUCN Red list of Threatened Species (2004).

In 1999 – 2000, FFI Vietnam has rediscovered the second largest population of Western Black Crested Gibbon Nomascus concolor in the forest of Van Ban district, Lao Cai province. Surveys in 2000/01 conducted by FFI confirmed 14 groups with total about 50 gibbons in Hoang Lien – Van Ban Nature Reserve. Van Ban was known as the second largest known population of WBCG in Vietnam.

Since then, FFI Vietnam has been supporting local government and communities in conserving this species. A number of interventions have been undertaken through community-based conservation approach during projects funded by Darwin and latter funded by EU. One of the key initiatives on this project has been the development of ‘Community-based Monitoring Groups’ (CBMGs): teams of local people, supervised by Forest Protection Stations (FPS), trained to monitor (primarily) gibbons.

Under the EU funded project, in 2006, FFI has conducted a training on biodiversity monitoring integrated with survey on gibbon population. The survey indicated that the number of gibbon groups had declined but the results were not clear due to weather condition and the objective was training on biodiversity monitoring but not gibbon population survey.

Thus, FFI intends to conduct a complete census of the gibbon population in Hoang Lien – Van Ban Nature Reserve to achieve the following objectives:

o Assess current gibbon population size and distribution;

o Provide further opportunity to train, refine and ‘troubleshoot’ technical aspects of the CBMG model;

o Provide data for monitoring and implementing gibbon conservation interventions;

o Obtain additional information from the field on threats and other wildlife in the target area.

Scope

Conduct a complete census of the Hoang Lien – Van Ban gibbon population with support of local CBMGs and their FPS supervisors.

Detailed description

o Plan, co-ordinating and conducting the census in Hoang Lien – Van Ban Nature Reserve;

o Directly supervising field surveys in Hoang Lien – Van Ban Nature Reserve;

o Ensuring accurate data collection and reporting;

o Leading data analysis, in comparison with previous surveys, with CMBG supervisors and FFI staff;

Deliverables

1. Bilingual report (in hard copy and soft copy) including:

i) Census results;

ii) Analysis of results from this and all previous surveys;

iii) Summary of threats to gibbons and their habitat;

iv) Conclusion, summarizing status of Hoang Lien – Van Ban gibbon population over the past nine years (back to 1999 survey reports);

v) Recommendations (in short- & long-term timeframes) for target future conservation action;

vi) Ad hoc records of wildlife of conservation concern and threats thereto

2. All photographs from the field activities on CD.

o Reports are to be submitted as both hard and soft copies in English and Vietnamese, and be to the satisfaction of the project staff the consultant is reporting to.
