POSITIONS VACANT

The Technical Assistance to Support the Management of Programme 135-II Project is managed by Niras Finland and supported by the governments of Vietnam and Finland. The project works to improve the management of a Vietnamese government programme in order to alleviate poverty amongst ethnic minorities.

The project is seeking 2 Vietnamese nationals for the following positions based in Hanoi.

1. Project Secretary & Interpreter

Responsibilities include:

Administration of the project office, including reception, handling of mail, and purchase and maintenance of office equipment and suppliesWord processing and translation of reports and correspondence Interpreting and taking minutes at meetings, and providing interpretation and translation services to project staffPreparation of documentation for project meetingsMaintenance of the project?s filing systemSupervision of vehicle use Making travel arrangements for project staff, consultants and visitors Maintaining staff work and leave recordsOther tasks as assigned by the Chief Technical Adviser

Qualifications:

Diploma or degree in an appropriate fieldAbility to use MS Office software in both English and Vietnamese
Good typing speed
Relevant work experience for the above responsibilities ? minimum of 3 years
Demonstrable experience in managing an office
Good communication skills in verbal and written English and Vietnamese

2. Project Accountant

Responsibilities include:

Financial management and accounting in accordance with both Vietnamese and Finnish regulationsAssist preparation of semi-annual and annual budgetsCheck all requests for payments and advancesRecord and account for all project expenditure, assets and liabilitiesPrepare semi-annual and annual financial reports Prepare a report on annual disbursement rate for MPI and MOFPrepare and submit monthly acquittals to Niras FinlandEnsure that financial procedures are adhered to by project staffOccasionally provide interpreting and translation support if the Secretary is not availableOther tasks as assigned by the Chief Technical Advisor

Qualifications:

Diploma or degree in a relevant field

Ability to use MS Office and accounting software in both Vietnamese and English

Relevant work experience for the above responsibilities ? minimum of 3 years

Demonstrable experience in managing office finances and administration

Good communication skills in verbal and written English and Vietnamese
