REQUEST FOR EXPRESSION OF INTEREST
For External Consultancy on the Elaboration of the ?VCA Practitioner?s Manual and Training of VCA Facilitators.
The Netherlands Red Cross (NLRC) and the Vietnam Red Cross (VNRC) are implementing the DIPECHO funded project: ??Enhancing Vulnerability and Capacity Assessment in Vietnam?. The objective of the project is to improve the Vulnerability and Capacity Assessment (VCA) tool in Vietnam, process and output. The Netherlands Red Cross is now seeking a consultant for the elaboration of the ?VCA Practitioner?s Manual? and to train 60 facilitators to use this tool.
The consultancy consists of:
1. Assessment of relevant VCA materials in close collaboration with NLRC/VNRC team and different NGOs to produce draft of new VCA practitioner?s manual.
2. Co-facilitation of a 4-day interactive workshop
3. Adjustment of ?VCA practitioner?s manual?
4. Co-facilitation of 2-week training for 60 facilitators on improved VCA.
5. Workshop to include feedback from pilots in final ?VCA practitioner?s manual?
6. Produce Final VCA practitioner?s manual? including CD ROM with all relevant forms, presentations and other material needed for a VCA. Manual should be available in both Vietnamese and English, printed and electronically.
Requirements
The consultant will require the following qualifications, experience and skills:
– Extensive experience in the use of PRA tools (preferably VCA), training and specifically Disaster Preparedness and disaster
Management is required.
– The preferred working knowledge of the consultant is both Vietnamese and English.
– Proposed timeline: 3 months in total. In agreement with the consultant, to be distributed among the different duties, e.g. 1 months for duty 1 + 2, 1 month for duty 3+4, 3 days for duty 5, 1 month for duty 6 (to be re-planned)
The Netherlands Red Cross now invites consultants to indicate their interest in providing the services. Interested consultants must provide information in English indicating that they are interested in and qualified to perform the services (materials, description of similar assignments, experience in similar conditions, availability of appropriate skills, etc.) as listed above, by sending written information either by mail or e-mail to the address mentioned below. Consultants may associate to enhance their qualifications. The Terms of Reference and further information will be provided to all the interested consultants at the same date. The selection of consultant will be based on the value for money principle (such as best quality of the services, shortest delivery, best payment and delivery conditions, best price, experienced and reliable consultant).
