The Netherlands Red Cross (NLRC) is currently recruiting a Project Officer Community Based Disaster Preparedness for its EUROPEAID funded project.

Purpose and duration

To assist the Vietnam Red Cross Society (VNRC) in the implementation and follow-up of the

Community Based Disaster Preparedness project funded by EuropeAid specifically and Disaster preparedness programme in general.

The PO will receive a one-year contract, that will be extended depending on the performance of the employee. The first 2 months will be a probation period, of which at the end a performance appraisal will take place.

Areas of responsibilities

The Project Officer is assigned to the Office of the Netherlands Red Cross in Hanoi on a full time basis. The Project Officer will be responsible for the proper implementation of the Community Based

Disaster Prepardness by the VNRC. Furthermore the Project Officer will be representing the Netherlands Red Cross (NLRC) in meetings and workshops.

Description of the EC funded Community Based Disaster Preparedness Project.

Disaster Preparedness is a highly committed ? high portfolio programe and of NLRC Vietnam. In general, it aims to reduce vulnerability of disaster prone communes of Vietnam by strenghthenning capacity of community and Red Cross organization and by mitigating disaster risks. In past years, NLRC get fund from The Netherlands Government, European Commission Humanitarian Aid, EuropeAid and other donors for various disaster management projects under partnership with the VNRC. From late 2008 onwards, NLRC intents to implement 2 major disaster preparedness programme, 1 Community Development Project and some additional small scale projects and relief works.

The Community Based Disaster preparedness project (EuropeAid) is implemented in 16 poor and disaster prone communes in Ha Tinh and Quang Binh province. This project aims to reduce negative impact of weather related disasters by strengthening capacity for community and VNRC to prepare and cope with disasters. The project especially focuses on community disaster preparedness awareness and skills, community mitigation plans and risk reduction measures. It is 3 year project, and started in March 2007 and will be implemented until March 2010.

Description of the working environment

The NLRC is based in an office with the International Federation of the Red Cross and other Red Cross National Societies. All of which are working together with VNRC. The NLRC consists of 6 staff, from which 5 Vietnamese and 1 Dutch. Internal communication is informal and the colleagues are supporting each other when necessary.

Duties and responsibilities

The PO is primary responsible to work together with VNRC team and support them in the implementation of the Community Based Disaster Preparedness project, in a way that builds VNRC?s capacity and ownership.

Project specific:

The PO is primary responsible to support VNRC in the implementation of the CBDP-EuropeAid project, in a way that builds VNRC?s capacity and ownership, and in close coordination with general disaster management programme. This includes: 

– Working alongside with VNRC project personnel to ensure good project planning, implementation and monitoring. This includes joining VNRC planning meeting, preparing guidelines and actionson, joining the frequent monitoring trips to the project sites, and making sure that lessons learned and experiences identified are properly reported and followed-up; giving technical backstopping. 

– Assure that reporting matches donor and NLRC requirements. 

– Supporting VNRC in finalizing periodic and final report (in Vietnamese and English) 

– Supporting and working with NLRC PC to facilitate the project focuses, approaches, technical matters, contractual obligations and donor requirement to be inline with NLRC/VNRC commitment and general Red Cross agreement. 

– Working together with the VNRC and NLRC accountant to facilitate financial management and reporting 

– Sharing experiences with and learn from other organizations working in similar fields. 

– Take care of the proper project?s administration meeting donor standards in the NLRC office; 

– Support and inform the NLRC Representative with regards to project monitoring and donor relations.

General tasks: 

– To ensure that the NLRC team, and especially the Representative and Programme Coordinator, are always informed about all relevant developments and issues regarding the projects that are within the PO?s responsibility. 

– Act as a interpreter and assistant for NLRC Representative in official meetings, workshops, field trips and other occasions as and when required; 

– Any other duty related to the work as and when requested by the NLRC Representative in Hanoi or the Headquarters in The Netherlands. 

– Support the NLRC Project Coordinator in the implementation of a similar DIPECHO project, when necessary and upun request of the NLRC Representative. This may include monitoring visits and attending meetings if the PC is unable to attend.

Reporting

The Project Officer will report to and is supervised by the NLRC Representative in Vietnam. In case of his/her absence, the Representative will be replaced by the Programme Coordinator.

Key Requirements

Working Experience Minimally 3- 5 years of project management experience in the areas of disaster management and/or community development and community based approaches, preferably with an international NGO or agency

Language Fluency in English and Vietnamese, both orally and in writing

Skills and qualities Interest in working for a humanitarian organization;

Supportive attitude, focused on coaching/building capacity;

Good project management skills, including planning, budgeting, implementation, monitoring, reporting and evaluation;

Good communication skills;

Motivator

Willingness to travel frequently to the project communes (about once per month);

Open-minded attitude towards working with people in the rural areas and ethnic minorities;

Dynamic and ability to work independent;

Result-oriented;

Self-supporting in computers (MS Windows).
