Nordic Assistance to Vietnam (NAV) seeks a Program Coordinator for its FBO program on HIV and AIDS
Location: Hue City or Hanoi
Nordic Assistance to Vietnam (NAV) was established in 1994 as a consortium of three Nordic Non-Governmental Organizations. NAV?s three main program areas are community development, gender equality and HIV/AIDS.
As the current Program Coordinator for NAV?s PEPFAR-funded partnership program on ?Scaling-up the faith-based response to HIV and AIDS in Vietnam? will go abroad for studies in October 2008, NAV is seeking a qualified and dynamic person to replace him. The program includes the following focus areas: Prevention, care for People Living with HIV and AIDS (PLHIV) and Orphaned and Vulnerable Children (OVC), reduction of Stigma & Discrimination and capacity building of partners on HIV/AIDS and project management. The project is implemented in six provinces (Danang, Haiphong, Hanoi, HCMC, Hue and Quang Ninh) in partnership with Buddhist and Catholic organizations and the Fatherland Front.
The implementation of the project started in 2007. Estimated project end is 1 December 2009 with a possibility of prolongation provided further funding.
The FBO Program Coordinator oversees all activities and staff. He or she ensures that program activities are relevant to both faiths and in accordance with PEPFAR guidelines and the interests of PLHIV and OVC. The FBO Program Coordinator reports directly to the National Coordinator for HIV and AIDS. The position is full-time.
The selected candidate will as agreed work from NAV?s office either in Hanoi or Hue. He/she will be expected to travel frequently to the various project sites.

Responsibilities:
1. Build relationships with partners and relevant government authorities and agencies.
2. Be overall responsible for the quality assurance and improvement of activities, and supervision and follow-up of approved plans, budgets and indicators.
3. Oversee the follow-up of performance, conduct and results including of project staff.
4. Coordinate planning and reporting activities on all project sites in accordance with donor requirements.
5. Prepare, negotiate, quality assure and follow-up agreements with partners and relevant authorities.
6. Provide support to project sites and staff and maintain regular contact with partners, authorities, the donor, PLHIV and project staff.
Qualifications:
– Education: A university degree, preferably a Master, in medicine, public health, management, social sciences or a related discipline.
– More than 3 years experience with HIV/AIDS program implementation.
– More than 4 years management experience of a group of staff.
– Solid understanding of the Vietnamese government system and relevant HIV/AIDS policies and laws.
– Interest in and preferably experience with community-focused projects, working with PLHIV, OVC and faith-based organizations.
– Excellent written and oral communication skills in Vietnamese.
– Proficiency in speaking, reading and writing English.
– Knowledge of PEPFAR and USAID is an advantage.
– Computer skills: Word, Excel, PowerPoint and the Internet.
