PROJECT BACKGROUND
In line with the Government of Vietnam?s priority to address the country?s remaining ?pockets of poverty? and UNDP?s promotion of pro-poor policies, UNDP and the Government of Vietnam are co- funding the Project to strengthen capacities of the Committee on Ethnic Minority Affairs (CEMA) and 3 selected provincial Departments on Ethnic Minority Affairs (DEMA). The project will address three areas of capacity constraints identified by CEMA and DEMAs: institutional development, leadership development, and enhancing human resources. The project will also address cross-cutting issues including gender, rights-based approaches and ethnic minority people?s participation. CEMA will be the national implementing partner (NIP) for the project. This project will build on the results of the on- going VIE02/001 project to support the implementation of P135-2.
The National Technical Coordinator (NTC) will work at CEMA?s project office under direct supervision of the National Project Manager (NPM) and in close coordination with an international Senior
Technical Advisor (STA). Overall project direction is under a National Project Director (NPD) and a Deputy Project Director (DNPD) assigned by CEMA.
MAIN FUNCTIONS
The NTC is responsible for technical coordination of all UNDP supported activities with CEMA as the NIP, including support to CEMA by other international partners on ethnic minority policy in relation to the project. As part of day-to-day coordination the NTC will: i) support the NIP and co-implementing partners in planning; ii) coordinate implementation of UNDP supported activities with the NIP; and iii) provide substantive technical support to realize project targets.
Key duties and responsibilities of the NTC are as follows:
1. Technical coordination of all UNDP supported activities with CEMA in accordance with work plans, letters of agreement between CEMA and co-implementing partners, and sub-contracts.
2. Prepare and update work plans, including support to co-implementing partners to prepare and submit work plans and consolidate into overall project work plans. Support initiation and preparation of joint annual work plans and coordination of all UN supported activities with CEMA on ethnic minority policy.
3. Develop and support mechanisms for coordination of all UNDP supported activities with CEMA, and related activities supported by other international partners/UN agencies.
4. Supervise and coordinate agreements with co-implementing agencies and sub-contractors.
5. Provide technical support to co-implementing partners to implement activities.
6. Provide quality assurance for activities under the responsibility of co-implementing partners.
7. Support the NPM and NPD to monitor co-implementing partners and sub- contractors/consultants.
8. Support co-implementing partners to draft management reports, including quarterly, annual, and terminal reports.
9. Any other technical coordination tasks assigned by the NPD or NPM.
QUALIFICATIONS
Masters degree in economics, development studies or related field
At least 5 years experience in project management, coordination and partnership building
Sound technical knowledge on ethnic minority policy/capacity development and familiarity with UN and donor support in these areas
Experience working with government systems and poverty reduction in Vietnam
Ability to work in a team and open to learning
Good spoken and writing skills in both Vietnamese and English
