World Concern Vietnam (WCV) is seeking a qualified candidate for the position of:
PROJECT COORDINATOR
Project “Employment & Enterprise Development for Ethnic Minority Communities and People with Disabilities” in Kon Tum
Description: The project aims at improving social and economic status for poor and disadvantaged communities in Kon Tum province. The project will: 1) Improve access to vocational training opportunities for disadvantaged ethnic minority and disabled young people; 2) Improve the income and economic status for disadvantaged communities through promoting employment and business development; 3) Improve the capacity of Department of Labor and Social Affairs, Red Cross, Women’s and Youth Unions, Agricultural extension centres and other key local partners to promote economic and social inclusion for young disabled and ethnic minority people.; 4) Improve the social inclusion and participation of ethnic minority and disabled youth.
Duration: 01 year, starting May 2008 with possibility of extension.
Location: Base in Kon Tum town with frequent travel to project site in Kon Tum town, Dak Ha district, Kon Plong district.
Primary Function:
To manage and oversee the implementation of the above-named project in the 3 districts of Kon Tum province.
Key Responsibilities:
a.. Manage the programme in accordance with the project log-frame and implementation plan, including selection and coordination of staff and volunteers in the province.
b.. Develop and maintain professional working relationships with provincial and district level governmental partners, including Peoples’ Committees, Department of Labour, Invalids and Social Affairs (DoLISA), Department of Agriculture and Rural Development (DARD), Red Cross, Youth Union, Women’s Union, community leaders.
c.. Work with project staff to plan, implement, monitor and supervise project activities in cooperation with community partners to ensure the project activities are carried out effectively and in accordance with timeline and objectives.
d.. Monitor progress of the project in accordance with the Performance Monitoring Plan and provide regular updates of project progress and outcomes. Provide quarterly narrative reports as required by donor and partner.
e.. Coordinate in financial planning, monitoring and reporting. Ensure that expenditures in the province are in line with budget and cash flow plans.
Qualifications:
a.. Vietnamese national. (Kon Tum resident or a non-resident who is willing to live and work in Kon Tum)
b.. University degree in a relevant discipline.
c.. At least 4 years of experience managing development projects in Vietnam. Professional experience working for international organization/ INGO is preferred.
d.. Experience in the Central Highlands region and knowledge of ethnic minority and/or disability issues in Vietnam would be an advantage.
e.. A firm understanding of community development principles and practices with exposure to various models and outcomes.
f.. Hard working and able to take on high level of responsibility and work under deadlines.
g.. A strong commitment and a compassionate ability to relate and work with those who are marginalized. Empathetic to the needs of the poor and a commitment to the ethos of World Concern.
h.. Ability to travel to project sites, to the poorest and remote communities.
i.. Ability to speak and write English fluently would be preferred.
