TERMS OF REFERENCE

National Project Coordinator

Project title: UN Inter-Agency Project in the Greater Mekong Sub-region
Project number: UNIAP Phase III 00053709
Position: National Project Coordinator (NPC)
Level: NO- B/ NO-C
Duty station: Hanoi, Vietnam
Duration: One year renewable

The National Project Coordinator for the UN-Inter Agency Project on Human Trafficking in the Greater Mekong Sub-region will be recruited on a full-time basis and will be responsible in developing, implementing and coordinating activities in the work plan. She/he will be expected to consolidate and reinforce existing initiatives and where necessary develop new activities that support the overall goal of the Regional Project. S/he will report to the Regional Project Manager and the Resident Coordinator in the country. At the end of a probationary period of three months, subject to satisfactory performance, the contract will be reviewed for extension for a period of one year with the possibility of further extension. The incumbent will be based in Hanoi, and will travel as necessary both within the country and elsewhere in the Greater Mekong Sub-region.

Duties and Responsibilities:

Under the guidance of the Regional Project Manager and the Resident Coordinator, the incumbent will work closely with the Project Management Office located in Bangkok in undertaking the following responsibilities:

I. Services to the Governments

Assist the National COMMIT Taskforces in the implementation of the COMMIT Sub-regional Plans of Action: 

– Identify national needs and prioritize its responses to trafficking; 
– Review and prioritize the country level COMMIT SPA activities; 
– Develop and coordinate the implementation of annual workplans for national-level activities 
– High level support to ensure the country level COMMIT SPA activities are implemented in line with international standards; 
– Organize meetings and workshop related to the COMMIT process; 
– Assist the Project Management Office in the development of appropriate monitoring and evaluation systems for COMMIT activities at the country level; 
– Support in monitoring existing and new initiatives to avoid overlapping of implementation efforts; 
– Facilitate and strengthen cross border linkages; 
– Assist in the development of a national training manual and training programme on trafficking in line with the existing regional training programme as a national adaptation.

II. Services to UN, INGO and Development Partners and Broader Anti-Trafficking Sector 

– Organize and facilitate country level inter-agency working group meetings on trafficking on a quarterly basis; 
– Participate in as well as conduct workshops and seminars on trafficking and facilitate the strengthening of networks among key partner agencies; 
– Organize issue-based technical meetings as needed, and convene specific meetings to discuss and find solutions to emerging issues as requested by partners 
– Oversee the weekly e-mail list-serve on updating information on issues of human trafficking 
– Produce a quarterly National Newsletter, soliciting articles from partner agencies and disseminating them among network of partners 
– Support the development of SIREN reports and research in Vietnam, working with the UNIAP Regional Office and local partners

III. Responses to Address Emerging Issues 

– Provide support to partner agencies to carry out special projects to address new and emerging issues and opportunities, and work with UNIAP Regional Office in providing grants and training to local research and program partners 
– Coordinate and support new research projects

IV. Other duties 

– Establishing and maintaining collaborative bilateral relationships and linkages with the National Project Coordinators of other participating countries and strengthening inter-country networks within the framework of the sub-regional project 
– Providing quarterly funds utilization reports to Regional Office in Bangkok 
– Managing and providing guidance, training, and other employee needs to other UNIAP staff in the Vietnam office 
– Assist in financial reporting, including audited and un-audited financial reports to be submitted to the Regional Office

Qualifications required:

Applicants should have: 

– Excellent communications and networking skills and the ability to work as a team member 
– Strong interpersonal and negotiating skills 
– A sound knowledge of the issue of trafficking in persons 
– At least 5 years professional working experience 
– Sound judgment and discretion 
– Experience in working with non-government organizations and/or UN system organizations is an asset 
– University degree in relevant field (such as social sciences or law) 
– Strong written and spoken Vietnamese and English languages 
– Literacy in Window-based computer applications 
– Knowledge on gender and human-rights issues an advantage.
