National Programme Officer for One UN process
Duty Station: Hanoi, Viet Nam
Reporting to: UNV Programme Officer

This post is a United Nations Volunteers (UNV) programme assignment and based on the values of free will, commitment, engagement and solidarity, which are the foundations of volunteerism. Volunteering brings benefit to both society at large and the individual volunteer. It makes important contributions, economically as well as socially. It contributes to a more cohesive society by building trust and reciprocity among citizens. The United Nations Volunteers programme is the UN Organization that supports sustainable human development globally through the promotion of volunteerism, including the mobilization of volunteers. It serves the causes of peace and development through enhancing opportunities for participation by all peoples. It is universal, inclusive and embraces volunteer actions in all its diversity. It is administered by UNDP.
1. Background
The United Nations and Government of Vietnam have agreed to undertake a process of reform to deliver as one in the ?One UN Initiative? in Vietnam. This is defined in the Agreed Principles, Objectivities and Instruments to Achieve One United Nations in Vietnam as ?a unified management structure and programme? achieved through the harmonisation of management, budgets, programmes and management practices. Viet nam was appointed the first pilot country in initiating this process in December 2006.
At present, six agencies (UNFPA, UNDP, UNICEF, UNIFEM, UNV, UNAIDS). UNV joined the One Plan in mid- 2006. Recognizing that the One Plan is only a first step towards a more dynamic and coherent UN, UNV seeks to become more deeply involved in the realization of the One UN?s objectives. It is committed to the harmonization of its management and financial structures through the One Plan, and to greater collaboration with its UN partners. In 2008, eight specialised agencies will join the reform initiative.
2. Reporting
The UNV National Program Officer will work under the direct supervision of the UNV Programme Officer through whom he/she reports to the UNDP Deputy Country Director – Programme and work closely with other staff of the UNDP office and other UN agencies, mainly with Programme Divisions on programmatic issues and Operations Divisions on administrative and management issues. Through the supervisor, the Programme Officer will remain in close contact with UNV Bonn.
3. Duties and Responsibilities
UNV Vietnam is seeking an NPO to support the above work. The NPO will support The UNV Country Office?s UN reform work, and should have extensive experience in UN programming and financing arrangements, and good knowledge of other UN an Agency procedures, UNDG Guidelines, UN Reform initiatives and National Execution.
The NPO, under the supervision of the UNV Programme Officer, will:
– Provide and coordinate UNV?s inputs into all steps of the planning, implementation, management, monitoring and evaluation of the One UN, One Plan, One Plan Fund, One management structure, One leader and common precincts as appropriate;
– Participate in the process of adopting a common cost norms among donor organizations and other issues relating to the Harmonised Programme and Project Management Guidelines ;
– Prepare and follow up of UNV?s ?s projects included in the One Plan to ensure timely project delivery
– Brief the Programme Officer and other UNV CO staff on key reform issues on an on-going basis;
– Participate in the development of the joint UN Monitoring and Evaluation System in consultation with UNV Programme Officer;
– Participate in technical review of requests to One Plan Fund, if appropriate;
– Coordinate inputs and produce reports for UNV COT and HQ on regular or ad-hoc basis on the One UN;
– Respond to UNV HQ requirements on the One UN Initiative in Viet Nam as needed;
– Participate and provide technical inputs to the implementation of UNV Country Programme as required;
– Other duties as required.
4. Qualifications / Experience
– University degree, preferably in social sciences;
– At least 3-5 years post graduate experience in program management/development, within the UN system;
– Experience in working with the Vietnamese Government
– Knowledge and understanding of the One UN Initiative in Viet Nam
– Knowledge about development issues;
– Strong analytical and conceptual thinking
– Excellent communication, negotiation, advisory, networking and advocacy skills,
– Excellent in working as a team, capacity to work under pressure and tight deadlines.
– Awareness about volunteerism in social development;
– Fluency in computer (MS Word, Excel, PowerPoint, Outlook and Internet);
– Fluency in English (written and oral).
