Terms of Reference for a Knowledge and Attitude Survey within the Pu Luong – Cuc Phuong Limestone Landscape
Background
Fauna and Flora International (FFI) is an international conservation organisation working to conserve threatened species and ecosystems worldwide. In Vietnam, FFI is working with government partners, communities and donors to support national conservation objectives. The Pu Luong limestone mountain range is a globally important example of karst ecosystems and is the only remaining large area of lowland and limestone forest in northern Vietnam. The Pu Luong – Cuc Phuong (PL-CP) Conservation Project Phase II funded by the Japan Social Development Fund (JSDF) through the World Bank (WB) aims to protect this area and its wildlife by raising awareness of relevant stakeholders about the importance of the limestone forests and improving livelihood of some selected communities through the Community Based Natural Resource Management models.
The PL-CP Project intends to conduct a knowledge and attitude survey in selected areas of the Pu Luong – Cuc Phuong limestone landscape, and requires the services of a consultant or a team, to do this. The following information describes the specific activities to be undertaken by the consultant or the team
Scope of work:
The consultant or the team will carry out the assessment of the knowledge and attitudes of local community and forest protection staff towards limestone forest conservation, its connection to community development, the perception of each other’s role in this regards; and whether PL-CP project activities have influenced these perceptions and attitudes.
Specific aims and objectives:
To implement a knowledge and attitude survey in Tan Lac, Lac Son and Mai Chau districts of Hoa Binh province; Ba Thuoc and Quan Hoa district of Thanh Hoa province, to determine:
i) Local community understandings of and attitudes towards:
a) Forest and biodiversity conservation, and its desirability;
b) The connection between conservation and community development;
c) local Forest Protection Departments , and their role in how local forest and biodiversity conservation is being achieved (or not achieved, as the case may be); and,
d) Their relationship with local Forest Protection Departments.
ii) Forest Protection Department staff understanding of and attitudes towards:
a) Local communities, and their role in how local forest and biodiversity conservation is being achieved (or not achieved, as the case may be); and,
b) Their relationship with local communities.
iii) Congruence or lack thereof in perceptions and attitudes of local communities and forest protection department towards local forest conservation, and the roles that each perceive the other as performing in this regard.
iv) Whether activities undertaken by the Pu Luong – Cuc Phuong Project have had any impact on the perceptions and attitudes of these two groups in respect of the above themes, and, if so, what this has been and how it was achieved.
v) Specific, practical and well-founded recommendations to PL-CP and Forest Protection Departments in improving conservation management of the sites.

• Local people in Nam Son, Ngoc Son, Tu Do, Van Mai, Phu Le, Thanh Son, Thanh Lam and Lung Cao communes based on age, gender, education level and social status.
• Ngoc Son – Ngo Luong Nature Reserve staff, district Forest Protection Department staffs in the Tan Lac and Lac Son districts of Hoa Binh province and Pu Luong Nature Reserve staff in Thanh Hoa province.
Deliverable outputs:
1) A draft final report in English for discussion.
2) A final report acceptable to the project in English and Vietnamese. The final report must include but not limits to the following parts:

Conclusions and discussion
Available budget for implementation of the survey
The total available budget for implementation of the survey is 3000 US$. This amount is expected to cover all activities ranging from preparation, stationery, translation, travelling, accommodation, fee for consultants, and other expenses, including any tax liability incurred by the consultant.
