Nordic Assistance to Vietnam (NAV) seeks a Capacity Building Officer
to be located in Hanoi or Hue for a PEPFAR/USAID-funded HIV/AIDS program
Nordic Assistance to Vietnam (NAV) was established in 1994 as a consortium of three Nordic Non-Governmental Organizations. NAV?s three main program areas are community development, gender equality and HIV and AIDS. For the latter program area NAV has implemented programs since 1996 among others through working with Self-Help Groups for People Living with HIV/AIDS (PLHA) and Faith-Based Organizations (FBOs) in Thua Thien Hue and Haiphong.
To facilitate, coordinate, supervise and quality assure the development and implementation of training activities, NAV will recruit a Capacity Building Officer to work from its office in Hanoi or Hue.
The position is full-time and funded through the PEPFAR-mechanism of USAID. The duration of the contract is 12 months with a potential for prolongation.
The selected candidate will be a part of a dynamic national HIV/AIDS team with members in Hanoi, Haiphong, HCMC, Hue and Danang.

Capacity Building Officer
Responsibilities:
– Identify gaps in knowledge and capacity among partners and take initiative to address these.
– Coordinate the process of identifying potential consultants and trainers for the implementation of training programs on a national and provincial level.
– Assure the quality and timeliness of capacity building activities, training concepts and material.
– Ensure that the content of training is up-to-date with respect to international developments on HIV and AIDS programming and laws and guidelines from the Government of Vietnam and PEPFAR.
– Develop tools for assessing and documenting the quality of training programs.
– Carry out together with the Monitoring & Evaluation Officer and local project staff, self-assessments and external evaluations of the impact of training programs.
– Network with other PEPFAR partners to share and identify best practices and possible areas for synergies in terms of concepts, materials and planned training.
– Carry out some training on relevant topics.
Qualifications:
– Education: A university degree in medicine, public health or a related discipline.
– More than 3 years experience with developing and organizing capacity building programs and with conducting training.
– Interest in and preferably experience with working with FBOs and PLHIV.
– Excellent written and oral communication skills in Vietnamese.
– Able to speak, read, write and understand written and spoken English.
– A solid understanding of the HIV/AIDS epidemic and related issues.
– Knowledge of PEPFAR, USAID and national policies with regards to HIV and AIDS is an advantage.
– Computer skills: Word, Excel, PowerPoint and the Internet
– Willing to travel to various project sites in Vietnam according to need.

an HIV/AIDS Program Coordinator
Location: Hanoi, Haiphong or Hue City
The HIV/AIDS programs include for the period 2008-2009:
– Capacity-building and support of Self-Help Groups for People Living with HIV/AIDS in Haiphong.
– Prevention of the spread of HIV and care for AIDS patients in prisons in three provinces in northern Vietnam and three in central Vietnam.
– A partnership program with Buddhist and Catholic organizations and the Fatherland Front in six provinces (Danang, Haiphong, Hanoi, HCMC, Hue and Quang Ninh) to scale-up the faith-based response to HIV and AIDS in Vietnam.
The HIV/AIDS Program Coordinator is responsible for the programs on Self-Help Groups and Prisons with four reporting staff members. He/she reports to the National Coordinator for HIV/AIDS located in Hue City. It is a full-time position.
The selected candidate will work as mutually agreed from one of three of NAV?s offices; Hanoi, Haiphong or Hue. He/she will be expected to travel frequently to the various project sites.
Responsibilities:
– Ensure the relevance of activities by encouraging the active participation of all partners and of PLHIV in all project phases.
– Identify deficits in current HIV/AIDS programming and propose improvements of existing program components.
– Be responsible for quality assurance of activities, and supervision and follow-up of plans, partner agreements, budgets and indicators.
– Lead all reporting activities including the compilation, editing and verification of the content of annual plans, proposals, budgets and reports to donors.
– Manage program staff, delegate tasks and follow-up performance, conduct and results.
– Share with partners, staff and PLHIV up-to-date information on developments within the area of responsibility with regard to government regulations and laws, donors? guidelines and other organizations? best practices and services.
– Support project staff with building relationships with partners and their capacity to respond to HIV/AIDS.
– Provide support to project sites and staff with networking, advocacy, encouragement and problem-solving.
– Work with provincial and national authorities and other organizations to address deficits in HIV/AIDS programming for the relevant target groups.
Qualifications:
– Education: A university degree in medicine, public health, social work, development or a related discipline.
– More than 2 years experience with HIV/AIDS program implementation.
– Over 3 years experience with management of staff.
– Good knowledge of the Vietnamese government system and relevant HIV/AIDS policies and laws.
– Interest in and preferably experience with grassroots-focused projects and with working directly with PLHIV.
– A negotiator with clear principles.
– Experience with HIV/AIDS programming in closed settings is an advantage.
– Excellent written and oral communication skills in Vietnamese.
– Able to speak, understand, read and write English.
– Computer skills: Word, Excel, PowerPoint and the Internet.
– Willing and able to travel frequently to the various project sites in Vietnam.

To implement and supervise its HIV/AIDS programs for FBOs in Quang Ninh, NAV will recruit a Project Officer to manage, supervise and monitor project implementation and follow-up in the province. The Project Officer will work from NAV?s office in Haiphong.
