AN Independent Evaluation Consultant OPPORTUNITY in Binh Dinh
CARE International in Vietnam is seeking one qualified international and one national consultant to conduct independent final evaluation for the project “Getting Prepared: Strengthening Community, Mass Organizations and Local Government Preparedness, Mitigation and Early Warning Systems to cope with flood and storm and reduce their impact in Binh Dinh, Vietnam. (Getting Prepared 2 -CARE DIPECHO project). This is 15 day assignment, starting from 10 March 2008.
Project De scri ption
The project aims to reduce poverty and household vulnerability to natural disasters in Binh Dinh through the enhancement of early warning systems, natural disaster preparedness, and the capacities of households, communities, mass organizations and local government to reduce the impact of recurrent floods and floods in Binh Dinh, Vietnam.
Major responsibilities
The Consultant is required to lead a participatory evaluation process to examine following key topics related to the project achievements:
– relevance/appropriateness of the project design
– effectiveness of project interventions
– efficiency in use of resources
– quality of project impact and sustainability

Qualifications and working experiences
The consultant will have extensive experience, knowledge and skills in planning and implementing project evaluations. In particular the consultant will be competent in quantitative and qualitative research, evaluation tools development, data collection and analysis, and have highly developed report writing skills. Ideally, the consultant will have experience in review or evaluation of disaster preparedness projects and familiarity with the rural development context in Vietnam.
