Recruitment of National Consultant for the Mid-Term Review of the Project
Purposes of the Mid-term Review:
– Review the project strategy withreference to the logical framework and to the local context
– Assess the project management performance and its organization
– Provide recommendations to ensure the best adaptation between the project and the current Vietnamese context
– Suggest methodologies to solve difficulties encountered by the project
Location:
Hanoi and 3 field visits to Northern provinces
Implementatiion period:
Full time from September 20th to October 19th, 2007
Profile of the National Consultant:
– Excellent work record in fields related to education projects in Vietnam, preferably with a focus on Active Teaching & Learning (ATL) methodologies
– Proven experience in project evaluation
– Strong analytical skills
– Familiarity with the participative approach and with the pro-poor targeting
– Thorough understanding of the Vietnamese political and social dynamics, particularly on issues related to equal education opportunities in rural areas
– Good interpersonal skills with ability to build personal relationships
– Excellent cross-cultural communication skills, both verbal and written
– English and Vietnamese oral and written fluency required. French would be an asset.
– Computer literate
Tasks
The National consultant will support the International consultant in the following tasks: –
– Comprehension of the socio-cultural context
– Translation during meetings and during field visit
– Drafting of the MTR-report and other deliverables in English
The National consultant will be responsible for:
– Finalizing the MTR-report in Vietnamese
