National Programme Officer, Culture (NPOD) (August 21, 2007 – UNESCO)
UNESCO Ha Noi seek to recruit a National Programme Officer for Culture to take the lead in the implementation of our expanding programme focusing on supporting Viet Nam to implement commitments under the World Heritage Convention (1972) and the Convention for the Safeguarding of Intangible Cultural Heritage (2003). This is a full-time position based in Ha Noi (download details).

Responsibilities
• Develop the strategic direction for the culture programme within the context of UNESCO’s medium term strategy and the One UN framework for Viet Nam
• Ensure provision of quality advice to the Government and other partners in the identified strategic programme areas and facilitate knowledge building and learning
• Establish and maintain strategic partnerships
• Effectively manage the implementation of the culture programme empowering other team members to perform
• Represent the UNESCO Secretariat as requested at meetings held in Viet Nam
Qualifications & skills
• Master’s degree or equivalent in heritage management or arts management, urban planning or architecture, archaeology or anthropology, cultural policies or other relevant social and human science
• At least 8 years of relevant experience at the national or international level in providing heritage related advisory services
• Hands-on experience in design, monitoring and evaluation of programmes and projects
• Experience in supervising staff and leading a team
• Promotes team work and empowers, coach and motivates staff
• Ability to lead strategic planning, results-based management and
reporting
• Ability to formulate and manage budgets
• Builds strong relationships with partners
• Fluent in Vietnamese and English
• Proficient in relevant computer software
Salary and benefits
This is a permanent position at the United Nations National Officer D level.
Health insurance and a pension scheme are included in the benefits package. At present, the net annual pensionable salary is US$ 28,839.
