VACANCY ANOUNCEMENT

Programme Assistant, Country Group 1

1. DUTY STATION: IUCN Viet Nam Country Office in Hanoi, Vietnam

4. BACKGROUND

IUCN is a world leader in developing knowledge & understanding for effective conservation action. As a unique worldwide partnership, IUCN brings together states, government agencies, NGO members & some10,000 scientists & experts from181countries in a global network to provide a neutral forum for dialogue & action on environment & sustainable development issues. IUCN Asia Regional Office currently has over 500 staff members working in its offices in Bangladesh Cambodia China, Lao PDR, Nepal, Pakistan, Sri Lanka, Thailand and Vietnam. The IUCN Asia Regional Office is located in Bangkok, Thailand.

Our mission is: “To influence, encourage & assist societies throughout the world to conserve the integrity& diversity of nature & to ensure that any use of natural resources is equitable & ecologically sustainable.”

The Project “Non-timber Forest Products (NTFP) Sub-sector Support” is designed to support the common goals adopted for the Forest Sector Support Program (FSSP), which is: To achieve sustainable management of forests and the Conservation of biodiversity through (a) protection of the environment; (b) improved livelihoods of people residing in forest areas; and (c) enhance contribution forestry to the national economy.

With funding from the Royal Netherlands Embassy, the first and second phases of the project have been completed in 2002 and June 2007 respectively. A NTFP International Conference was organized from 11 to15 June 2007 in Ha Noi with more than 200 participants from Viet Nam and overseas.

The Countdown 2010 Initiative was launched at the stakeholder conference “Sustaining Livelihoods and Biodiversity: Attaining the 2010 Target in the European Biodiversity Strategy” in Malahide, Ireland in 2004. It is a powerful network of active partners working together towards the 2010 biodiversity target. Each partner commits additional efforts to tackle the causes of biodiversity loss. The secretariat – hosted by the World Conservation Union (IUCN) – facilitates and encourages action, promotes the importance of the 2010 biodiversity target and assesses progress towards 2010.

The Countdown 2010 Initiative for Lower Mekong Region aims to:

Create awareness and build stakeholder network in the region to support 2010 biodiversity target and the Countdown 2010 Initiative.
Identify partners (government agencies, non governmental, national and international NGOs, private stakeholders, experts, community activists etc.)
Propose roadmap for achieving the 2010 biodiversity target for Vietnam, Laos and Cambodia (called “IUCN Country Group 1- CG1”).

In order to complete demanding tasks of the NTFP International Conference and the Countdown 2010 Initiative for Lower Mekong Region, IUCN is seeking a competent staff as follows.

5. REPORTING:

Under the overall guidance of the Head of Country Group 1, the reporting relationships will be as follows:

Direct reporting line: Head of CG1 Reporting Area: All programme matters

Additional reporting line: Country Representative Reporting Area: When appropriate

Functional reporting line: Forest & PA Programme Reporting Area: Technical NTFP matters Manager

6. RESPONSIBILITIES:

Coordinate all aspects in relation to the follow-up of the NTFP International Conference. This includes but is not limited to: (i) collecting papers; (ii) compiling and editing the Conference proceedings; and (iii) working with the Communications Unit on printing and distributing them.
Follow-up and complete activities of the Countdown 2010 for Lower Mekong Region, which include: (i) finalizing; (ii) publishing; and (iii) disseminating Plan of Action for implementing activities to promote Countdown 2010 Initiative.

7. TASKS:

7.1. For the coordination of the NTFP Conference, primary tasks will include:

7.1.1 Working with the related IUCN staff (Forest & Protected Areas, Communications, CG1, Finance, HR) to be updated on the NTFP Conference.

7.1.2. Contacting the speakers and authors of papers to collect materials and ensure quality for the Conference proceedings.

7.1.3. Coordinating the translation, proof-reading, editing and compiling the NTFP Conference proceedings.

7.1.4. Working closely with Communications on designing, printing and distributing the proceedings.

7.2. For the Countdown 2010, the tasks will include:

7.2.1. Review the Internal Agreement with IUCN Headquarters on Countdown 2010 for Lower Mekong Region as well as its reports.

7.2.2. Finalizing the Plan of Action for Countdown 2010 promotion activities.

7.2.3. Working with Communications on publication and dissemination of the Plan of Action.

7.2.4 Prepare reports, when required.

7.3. Carrying out any other tasks required by the Country Group Head.

8. REQUIREMENTS:

The applicant should have:

8.1. University degree in biodiversity, law, environment management or related fields;

8.2. Minimum two (02) years of working experience, preferably in development or conservation related projects;

8.3. Good writing, editing and communications skills;

8.4. Familiarity with the multicultural working environment;

8.5. Ability to work under tight deadline;

8.6. English as a native language.
